HomeMy WebLinkAboutMINUTES - 12102013 - C.23RECOMMENDATION(S): Approve and authorize the Health Services Director, or designee, to execute, on behalf of the County, Amendment Agreement #28-706-13 with Public Health Foundation Enterprises, Inc., effective October 7, 2013, to amend Agreement #28-706-12, to increase payment to the County by $10,772 from $18,032, to a new payment limit of $28,804, for the Centers for Disease Control and Prevention’s (CDC) Emerging Infections Program - Retail Foods Project, with no change in the original term through December 31, 2013. FISCAL IMPACT: The Amendment will result in an increase of $10,772 for a new total of $28,804, 100% funded by a CDC cooperative agreement for the Emerging Infections Program through the Public Health Foundation Enterprises, Inc. (No County funds required) BACKGROUND: The National Antimicrobial Resistance Monitoring System (NARMS) for Enteric Bacteria was established in 1996 to monitor bacterial resistance, specifically, the resistance among Salmonella and other enteric bacteria. The 17 participating state health departments forward every tenth human Salmonella isolate to CDC for antimicrobial susceptibility testing. BACKGROUND: (CONT'D) The CDC is requesting that additional Emerging Infections Program (EIP) sites participate in the study of foodborne bacteria. Such bacteria is not uncommon and often is associated with the use of antimicrobial agents in food animals, especially in retail food. This study will assist in generating a database that may be utilized to augment the development of intervention programs to stem the high prevalence of antimicrobial resistance in the meal and poultry food supply. The goal of the study is to determine the prevalence of antimicrobial resistance among Salmonella, Campylobacter, E.coli and enterococci isolated from a sample of chicken, ground turkey, ground beef and pork chops purchased from selected grocery stores in the catchment area of the California EIP FoodNet site. This will include samples collected from Contra Costa, Alameda and San Francisco County retail grocery stores. On September 24, 2013, the Board of Supervisors approved Agreement #28-706-12 with Public Health Foundation Enterprise, Inc., for Contra Costa Public Health Laboratory to provide microbiological testing of samples of chicken, pork, ground turkey, and ground beef purchased from grocery stores in Contra Costa, Alameda and San Franciso counties, through December 31, 2013. Approval of Amendment Agreement (Amendment) #28-706-13 will provide additional funds to support the Emerging Infections Program - Retail Foods Project, through December 31, 2013. CONSEQUENCE OF NEGATIVE ACTION: If this amendment is not approved, The County will not receive additional funding to continue providing services for the Emerging Infections Program - Retail Foods Project. CHILDREN'S IMPACT STATEMENT: Not applicable.
