Adopt Position Adjustment Resolution No. 21399 to add four Mental Health Clinical Specialist positions (VQSB) at
salary level QT2 1384 ($4214.34 - 6256.22) in the Health Services Department.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of approximately $493,974, including pension costs of
$106,605, and will be fully funded by mental health realignment funds.
BACKGROUND:
These positions will be assigned to the Behavioral Health Division and are needed for the implementation of "Katie
A." services. Katie A. et al vs. the State of California was a class action lawsuit that was filed on behalf of a class of
children in California who: 1) are in foster care or are at imminent risk of foster care placement and 2) have a mental
illness or condition that has been documented, and 3) who need individualized mental health services, including, but
not limited to: assessments, behavioral support and case management services, family support, crisis support,
therapeutic foster care, and other medically necessary services in the home or in a home-like setting, to treat or
ameliorate their illness or condition. The State has settled the case and, as a result, counties are required to provide
additional services to children and youth who are full-scope Medi-Cal eligible, meet medical necessity criteria, have
an open child welfare services case and meet other specific criteria.

BACKGROUND: (CONT'D)
Contra Costa began providing the services required by the settlement in September 2013 and the requested four
Mental Health Clinical Specialist positions are needed to serve an expected additional 250-300 children and youth
as the program is fully implemented.
CONSEQUENCE OF NEGATIVE ACTION:
If this action is not approved, the Mental Health Divison will not have adequate staff to provide state mandated
functions.
