HomeMy WebLinkAboutMINUTES - 12102013 - C.18RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21386 to establish the classification of Fleet Manager (PMFB) (represented) at salary level ZA5 1904 ($6,845 - $8,320), add one (1) position; and abolish the classification of Assistant Fleet Manager (PMGC) (represented) on the Salary Schedule at salary level ZA5 1572 ($4,927 - $5,989) in the Public Works Department. FISCAL IMPACT: Funded 100% by Internal Services Fund (ISF) BACKGROUND: Prior to the merge of the General Services and Public Works Department in 2012, were two separate Departments with different organizational structures, and staffing/personnel needs. In addition, the General Services Department Division Head classifications were being changed from “classified” to “exempt” status due to the nature of their appointments. However, since these classifications could only be changed when the positions were vacant, only a few classifications were changed to “exempt” status, including the Fleet Manager position. Due to this alteration, the Fleet Manager classification no longer meets the requirements to be an exempt classification and the Department is requesting to establish the Fleet Manager classification and add one position. On October 1, 2013 the Board of Supervisor approved a reallocation of the salary of the Fleet Manager-Exempt classification (PMF1) to assist with the recruitment of top candidates with an increase to the current salary and benefits. The Department is also requesting removal of the exempt status of the Fleet Manager classification, and retention of the assigned salary of the Fleet Manager-Exempt (PMF1) to the Fleet Manager (PMFB) at ZA5 1904 ($6,845.31 - $8,320.51). CONSEQUENCE OF NEGATIVE ACTION: With the post-merge organizational structure, only a select few Division Head classifications continue to meet the “exempt” status requirements. If these actions are not carried out, the Fleet Manager position will be the only division head in the Department to maintain “exempt" status without meeting the requirements for exempt status.
