HomeMy WebLinkAboutMINUTES - 12102013 - C.17RECOMMENDATION(S): ADOPT Position Adjustment Resolution No. 21359 to establish the classification of Sheriff's Community Service Officer (64VI) (represented), allocate it to the salary schedule at salary plan and grade VN5 1336 ($3,898 - $4,738); add two (2) Sheriff's Community Service Officer (64VI) (represented) positions; and cancel two (2) Sheriff's Ranger (64WR) (represented) vacant positions #13469 and #13470 at salary plan and grade VN5 1017 ($2,842 - $3,455) in the Office of the Sheriff Field Operations Bureau. FISCAL IMPACT: Increased annual cost of $52,319.00, of which $13,249.44 is retirement cost. (Sheriff's General Fund, Budgeted). The increased cost of this action is mitigated by cost savings from restructuring within the department. BACKGROUND: The Field Operations Bureau is realigning its positions to better address the demands in our County Patrol jurisdictions. Organizational needs require an increase in personnel with patrol duties to assist our sworn officers. Community Service Officers are uniformed civilian personnel responsible for providing non-sworn field patrol services. Livingston, Sheriff-Coroner Date:December 10, 2013 Contra Costa County Subject:Establish the classification of Sheriff's Community Services Officer; allocate to salary schedule; add two positions; and cancel two Sheriff's Ranger BACKGROUND: (CONT'D) classification primarily focuses on security and monitoring in our Court and Health Services Units; with a minor Ranger presence in Field Operations and Patrol. Adding Community Services Officers will benefit the Department in multiple ways, ultimately cost effective. As non-sworn staff, their presence will augment sworn personnel, thus providing more comprehensive County coverage. Additionally, these positions provide on the job training for potential recruits to choose a career as a sworn officer. Duties may include, but are not limited to: Preparation of non-injury accidents and basic crime reports, code enforcement, traffic and crowd control, and act as a departmental liaison with the public and outside agencies. CONSEQUENCE OF NEGATIVE ACTION: Failure to establish the classification of Community Services Officer will result in further delay of the Community Service Officer Program implementation, thereby delaying the reduction of response times for non Priority-One call for service from the community.
