ACCEPT a report from the Fire Chief on the effectiveness of Emergency Medical Services (EMS) Squad 1 and
authorize the Fire Chief to extend the trial period for an additional period of 90 days.
FISCAL IMPACT:
Approximately $170,000 for the 90-day period.
BACKGROUND:
Approximately 90 days ago a 2-person squad was placed into service in the Walnut Creek area to determine the
effectiveness of this type of service delivery option. The goals of the program were to provide EMS care to our
citizens with a reduced number of personnel on a lighter, more maneuverable vehicle to increase response times; to
reduce costs; and to keep the larger crews and vehicles available for more significant incidents.
We have retrieved the data that was available to determine the effectiveness of the program. The data is conclusive
that the program is a success for the following reasons:
Prior to the squad being placed into service, the quint ran approximately 240 calls per month.

the squad was place into service the quint’s call volume dropped by app. 40%. By reducing the number of calls for
the ladder truck, they were available 40% more often to respond to other calls including fires.
Based on these findings, we have concluded that there is benefit to operating a service delivery model such as squad
1, placing a squad in a busy station to reduce the “time on task” of the other assigned company.
We are requesting approval to extend the trial period of the squad for an additional 90 days, during which time we
will alter the response pattern to include additional EMS calls (C-Charlie calls) to determine the effectiveness and
practicality of doing so.
CONSEQUENCE OF NEGATIVE ACTION:
The Board will not formally accept the report or authorize the additional 90 day extension of EMS Squad 1.
