ADOPT Resolution No. 2013/456, to amend Resolution No. 2011/353 to provide for a 2.0% increase in base pay for
the employees of the In-Home Supportive Services Public Authority (IHSS PA), for the period December 1, 2013
and beyond; a 2% increase in base pay for the period July 1, 2014, and beyond, and a lump sum payment of $1,000
for employees as specified.
FISCAL IMPACT:
The terms and conditions set forth in this action are estimated at a County FY 2013/14 cost of $28,000. Of the
$28,000, $10,000 is for the 2% increase in salary and $18,000 from the lump sum payment.
BACKGROUND:
The IHSS-PA has historically been linked to the resolution providing benefits and compensation for unrepresented
management and exempt employees of Contra Costa County. In Resolution No. 2013/318, Contra Costa County
provided a 2% increase in base pay for unrepresented management employees covered by that resolution as well a
2% increase in base pay for the period of July 1, 2014 and beyond and a lump sum payment of $1,000 for those
employees. In order to maintain congruity between the management exempt and unrepresented employees of the
County and the employees of the IHSS/PA, this action by the Board of Supervisors, in its capacity as the Governing
Body of the Public Authority, would provide for a 2% increase in base pay effective December 1, 2013, for the
employees of the In Home Supportive Services-Public Authority, as well as an increase of 2% in base pay for the
period July 1, 2014 and beyond, as well as a lump sum payment of $1,000.
