BACKGROUND:
On December 13, 1999, the Board of Supervisors approved the Small Business Enterprise (SBE) Program for the
purpose of providing small businesses a fair share of County business. The Outreach Program had previously been
adopted by the Board of Supervisors in August 1998 to promote broad outreach to all businesses, including
minority-owned, women-owned, small, and local businesses.
The IOC has provided policy oversight on these programs since inception, including surveying County departments
on the implementation of the SBE and Outreach Programs. In December 2004, the Internal Operations Committee
directed the Affirmative Action Officer to make status reports to the Committee on a semi-annual basis rather than a
quarterly basis. On November 13, the IOC* received the January-June 2013 Semi-Annual report, which includes
goals for improving data collection and reporting. The six-month period data reflects that the County's overall SBE
participation rate was 52%, based on 18 reporting departments, most of which can be attributed to Health Services
Department procurement. The report did not provide complete data on the County's Outreach Program, as only eight
departments reported data for the Jan-June 2013 period. Staff reported that additional work will be

Affirmative Action Officer Antoine Wilson reported that departments have, over time, designed their own
reporting templates, making it difficult for program staff to summarize data received in so many different formats.
Program staff is developing a standard reporting template to mitigate this problem. Staff has been meeting with
each department to explain the value of the information being collected in order to promote a stronger
commitment to program participation and compliance, and indicated that lack of compliance or effort seemed
more related to a lack of understanding of why the information is being collected and how it is being used to
benefit the County and small businesses than a lack of commitment to the program. Supervisor Andersen
suggested that some kind of incentive or recognition might also help to motivate departments and create a
competitive aspect to the program.

This semi-annual report is made to report on the amount of economic activity that has transpired
between the County and firms registered as small business enterprises ("SBEs") with Contra
Costa County, as well as the level of outreach activity conducted by County departments in
efforts to increase awards to small businesses. Data for the current period is reported in
Attachment 1. A general description of the County's Business Opportunity Programs appears on
the Purchasing Division website of the Department of Public Works (Attachment 2).
For the current reporting period, the EEO Officer, Antoine Wilson and staff have consulted
individually with SBE program coordinators in the departments, who have provided invaluable
insights and assistance. This was done to examine the consistency and quality of the data that is
generated for the program and to exchange information.
Current Focus
The program emphasis at the present time (during 2014) is proposed to focus less on meeting (or
documenting) the existing performance objective of directing at least 50 percent of each
department's "baseline" contracts to SBE firms, and to focus instead on developing updated
guidelines and procedures, in collaboration with the departments, to provide a greater level of
technical assistance and in turn produce more reliable and meaningful information. For this
purpose, the EEO Officer will soon reconvene coordinators' meetings, which will occur semi-
annually or quarterly.

Recommended Improvements
Input from the departments as well as program experience suggest the need for the following
recommended improvements:
1. A new data collection form to replace the existing template.
2. Specification of procedures for employees to use in determining or verifying the SBE
status of any individual vendor.
3. Ensure the "real time" maintenance of the vendor table, listing SBE status, for use by
departments in determining SBE (and other) qualifications.
4. Identify the benefits of participation to small business enterprises;
5. Tie data collection systems more closely to department accounting and financial standard
procedures.
Discussions are ongoing between the EEO Office, and the County Purchasing Officer, Mr. David
Gould, concerning integration ofthe SBE program more closely with existing data systems in the
Purchasing Division, especially since new systems are being installed.
SBE Participation Rates 1-1-2013-6/30/2013
Data concerning the actual SBE participation rate s for the period 1/112013 -6/3012013, as
reported by the departments, is summarized in Attachment 1. The table shows that a total off $$
n amounts less than $100,000 (representing the "baseline" amount),
and that, of the total amount, $9,055,441, or 54 percent, was transacted with SBE firms.
Exclusive of Health Services Department data, other County departments together expended
$8,892,448 through contracts and purchasing transactions each of which was valued at less than
$100,000 (representing the "baseline" amount); ofthe baseline amount, $3,479,859, or 39
percent, was transacted with SBE firms.
The data reflect that the County's overall SBE participation rate, based
on data submitted, was 54 percent. Net of Health Services Department
activity, which includes a large number of single proprietors, all other
department's combined participation rate was 39 percent.
Data Collection Issues
The data in the table will be used to facilitate discussion among departmental SBE coordinators
in the near future ofthe specific issues and problems that are associated with data collection, and
to improve consistency an9 reliability ofthe data in future reports. A principal issue concerns
the definition of the type of data to report; the program has ordinarily called for "awards" but
departments often report data collected from records of expenditures. This causes confusion and
possible double-counting of actual levels of SBE activity.

Attached to this report (Attachments 3-6) are examples of SBE program data as reported by
Public Works, Probation, the Fire Protection District, and Health Services. These attachments are
for the benefit of the department SBE coordinators, and others, who may wish to examine
different methods of reporting the data; primarily they are included because they will be included
in a group discussion concerning data collection and reporting in the near future.
To improve data collection for the future, we have developed a new data entry format in
response to the departments' requests for greater simplicity. Attachment 7 is a figure
representing the general format and data entry fields of the suggested data input form. By using
drop down boxes and a database format, and minimizing redundant data, time and effort that is
currently spent by department SBE coordinators to compile the data will be significantly
reduced. In addition, this method will enhance data integrity and improve the reporting of SBE
program performance. Department coordinators have expressed general approval of the new
form and will work with the EEO Officer to revise and implement improved procedures.
SBE Outreach Program Activities and Objectives
Not addressed in the current report are important issues related to the County's "outreach
program," which assesses the extent of departments' active outreach to SBE and other firms in
connection with specific pending awards; (in comparison, the "SBE report" presents the share of
SBE firms that are represented in actual contracts). Some departments regularly report ongoing
outreach activities, but this element of the County's Business Opportunity Programs could also
benefit from more clearly specified policies and procedures --which work will be ongoing. Also,
the outreach activities are already required to include outreach to firms other than SBEs (to
include women, minority, and veterans owned businesses, for example) and these activities will
receive additional focus.
The attached Exhibit 8 shows the amount of outreach activity that was reported for the current
period, involving a total of$96,893,095 in prospective County expenditures for which
solicitation to qualified business enterprises, as shown in the table, was made. A total of 523
contacts were reported with individual firms, and 449 actual awards were reported.
Short Term and Long Term Goals
We recommend short term goals as follows:
1. Meet regularly with coordinators to examine programs and issues
2. Develop better reporting formats including use of user friendly forms
3. Train SBE coordinators in use of Purchasing Portal to look up SBE vendors
We recommend the following long term goals:
1. Ensure integrity in "real time" of County's listing ofSBE vendors (and others, e.g. MBE
MBE and DVBE) in the "Purchasing Portal", for certification, look-up, and outreach
purposes.
2. Assess whether 'increased outreach to, and participation by, small business enterprises in
County contracting opportunities would increase the level of spending and investment in
the local economy.'

Contra Costa County values the contributions of small business in the County and has
developed programs to assist in the solicitation and awarding of contracts. The Board
of Supervisors has adopted these programs to enable small and local business es to
compete for a share of the County's purchasing transactions.
Small Business Enterprise Program
The Board of Supervisor's has set a goal of awarding at least 50% of eligible product
and service dollars to small businesses. The Small Business Enterprise (SBE)
Program applies to: (1) county-funded construction contracts of $100,000 or less;
(2) purchasing transactions of $100,000 or less; and (3) professional/personal
service contracts of $100,000 or less. Businesses included under these programs
include:
• Small Business Enterprise (SBE)
• Minority Business Enterprise (MBE)
• Women Business Enterprise (WBE)
• Disadvantaged BUSiness Enterprise (DBE)
• Disabled yete@n BUSiness Enterprise (DVBE)
• lOcal Business Enterprise (lBE)

Outreach Program
The Outreach Program requires that the County perform soliCitation to a minimum of
three vendors. A minimum of 50% of the vendors soliCited must be an SBE, MBE,
WBE, DBE, DVBE or lBE. It does not establish a requirement for awarding contracts.
E-Outreach Program
Product and service solicitations over $10,000 that are not exempt or sole-source
will be advertised through the County electronic bidding system. This will ensure
that a broad range of potential vendors will be soliCited. Vendors interested In
bidding on a purchasing contract with Contra Costa County will be referred to
BidSync.com.
Local Bid Preference
The Board of Supervisors adopted a local bid preference ordinance to support small
local business and stimulate the local economy at no additional cost to the County. If
the low bid In a commodities purchase is not a local vendor, any responsive local
vendor who submitted a bid over $25,000 that was within S% percent of the lowest
bid has the option to submit a new bid. The local vendor will be awarded if the new
bid is in an amount less than or equal to the lowest responsive bid. The ordinance
defines a local vendor as any business that has its headquarters, distribution pOint,

or locally-owned franchise located within the county for at least six months
immediately prior to the issuance of the request for bids, and holds a valid business
license by a jurisdiction in Contra Costa County.
Environmentally Preferable Purchasing Policy
It is the policy of Contra Costa County to support purchasing practices that reduce
waste, minimize environmental impacts, promote recycling, and are sustainable. The
County will consider short-term and long-term costs in comparing product
alternatives when feasible. Products that are durable, long lasting, reusable or
refillable are preferred. The County shall ensure that wherever possible
specifications are developed to provide for the expanded use of environmentally
preferable products.
