FISCAL IMPACT: No fiscal impact. BACKGROUND: The Employment and Human Services Department submits a monthly report to the Contra Costa County Board of Supervisors (BOS) to ensure ongoing communications and updates to the County Administrator and BOS regarding any and all issues pertaining to the Head Start Program and Community Services Bureau. Good News Update/Accomplishments: On October 2 nd, training at the Policy Council (PC) and Equal Opportunity Council Orientation (EOC) for the newly elected center representatives included an overview of Head Start/Early Head Start and Community Services Block Grant, understanding the representatives’ role within the organization, parliamentary procedures, public meeting requirements, and Facilitative Leadership strategies. In addition, election of new members for the Executive Board for the Policy Council took place. These new members are as follows: Orville Riley, Chair; Edith Vinner, Vice-Chair; Veronica Covarrubias, Secretary; and Irma Ruiz, Parliamentarian. The Part Day/Part Year classes and Home Based program began on October 1st. The Head Start/Child Development Centers are conducting Open Houses and Harvest Festivals for children and families county-wide this month. o Open Houses provide opportunities for families to learn about what the children learn in their classrooms while building a strong partnership between parents and staff. o The Harvest Festival celebrates the change of the season and enhances multi-cultural awareness and understanding among a diverse population. CSB is embarking on a strategic approach to support teaching staff in effectively addressing challenging behaviors in the classroom. This multi- faceted approach includes mental health and education team support. Nine centers are participating in the Race to the Top Quality Rating Improvement System (QRIS) which provides stipends to participants who engage in classroom and team quality building activities. October 24th was Food Day, a nationwide celebration of healthy, affordable, and sustainably produced food. CSB’s focus of the celebration was eating “real food,” e.g., fresh vegetables, fruits, whole grains and sustainably raised protein. Healthy food bags with fresh fruits and vegetables were distributed to all families. From October 2013 until May 2014, about 15 Comprehensive Services Team members are participating in weekly Family Development Credential training. This new program is designed to enhance the Comprehensive Services teams’ ability to support families’ development by using a strength-based approach to work with families CAO Report- Page 2 Camilla Rand, M.S. During the meeting, staff demonstrated the CLOUDS system including the newest feature, the tablet PC version of Quality Management Monitoring System as well as the Child Safety Radio Frequency ID and the real time Attendance and Meal Count System. In October 2013, two CSB staff attended the three-day Phase II of National Peer to Peer ROMA (Results Oriented Management and Accountability) Training and Certification process in Burbank, CA II. Status Updates: a. Caseloads, workload (all programs) HS/EHS: 100% enrolled/1566 ; Early Head Start: 100% enrolled /260 Stage 2: 347 Families and 544 children CAPP: 110 Families and 169 children LIHEAP: 375 clients served Weatherization: 20 Units Weatherization b. Staffing:  N/A c. Legal/lawsuits (Camilla) d. Union Issues One Skelly hearing regarding termination was held on 10/14/13, resulting in a union proposal of disciplinary action that is under consideration by the Bureau. III. Hot Topics/Concerns/Issues: Unfunded Increases to CSB Budget: Projected budget shortfall of $1.2 million continues to be a concern as personnel costs are driven higher than anticipated due to labor negotiations. Conditional Approval of Electronic Signatures: CSB is in the final stages of approval with the California Department of Education for the use of e- signatures on our state forms. CSB continues to position itself for the roll-out of the President’s Early Learning Proposal that focuses on Preschool for All, Home Visiting and Early Head Start (ages 0-3) partnerships. CSB is in an excellent position to be an early recipient of funding to support each of these three initiatives. IV.
