HomeMy WebLinkAboutMINUTES - 12032013 - C.101RECOMMENDATION(S): APPROVE and AUTHORIZE the County Treasurer to enter into a banking service agreement with the Mutual of Omaha Bank for the sole purpose of depositing health insurance premiums and associated federal subsidies for Covered California, the State Health Insurance Exchange, subject to approval of the final documents by County Counsel and the County Treasurer. FISCAL IMPACT: The County is responsible for banking setup costs and service fees under the agreement, which will be fully paid by the Contra Costa Health Plan. BACKGROUND: The Contra Costa Health Plan selected Softheon, Inc. to provide computer software and maintenance for its Qualified Health Plans. Softheon, Inc. partners with Benaissance to handle the billing, receiving and processing of health insurance premium payments and associated federal subsidy payments. It would prefer to continue using the Bank’s services as opposed to starting up a new relationship that will involve development time and costs. Pursuant to the banking service agreement, Mutual of Omaha Bank will open a bank account in the County’s name, which will be used for the sole purpose of depositing health insurance premiums and associated federal subsidies for Covered California, the State Health Insurance Exchange. Mutual of Omaha Bank will provide internet cash management access to the County to permit the account to be monitored and managed. CONSEQUENCE OF NEGATIVE ACTION: If the agreement is not authorized, the Contra Costa Health Plan may not be able to comply with the regulations of Covered California in meeting certain deadlines for the arrangement of billing and receiving payments.
