APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with M.
Avalon Consulting, a Professional Corporation, effective November 12, 2013, to increase the payment limit by
$50,000 to a new payment limit of $162,500, for project management consulting for the Public Works Department
and Flood Control and Water Conservation District, Countywide.
FISCAL IMPACT:
All costs associated with the Consulting Services Agreement, including this amendment, will be funded by Flood
Control Funds (60%), Local Road Funds (20%) and Special Revenue (20%).
BACKGROUND:
On March 12, 2012 the Board of Supervisors approved a Consulting Services Agreement with M. Avalon Consulting
to provide project management consulting for the Public Works Department and Flood Control and Water
Conservation District. As part of the original scope, the Consultant was also tasked with the transition of a new
Deputy Director. This transition has taken place. The scope of services has been amended to identify more closely the
six primary projects requiring

BACKGROUND: (CONT'D)
the Consultant's continued management and expertise. These projects are: 1) Lower Walnut Creek Rehabilitation and
Retrofit, 2) South Pleasant Hill Drainage Study and Surplus Right of Way; 3) North Richmond Pump Station
Rehabilitation and Conversion Project; 4) The Mount Diablo Mercury Mine; 5) The 50 Year Plan; and 6) Pinole
Creek Restoration Project. If this amendment is approved, the Consultant will continue to work closely with the
Public Works Director focusing efforts on these projects.
The Department will shortly be issuing a Request for Proposal for the six aforementioned projects, but in the interim,
the contract amendment will allow these projects to keep moving forward.
CONSEQUENCE OF NEGATIVE ACTION:
If this amendment is not approved, the Public Works Department and the Flood Control and Water Conservation
District will be unable to manage these important projects and it will delay the implementation of the projects risking
outside funding of at least one.
