APPROVE and AUTHORIZE the District Attorney, or designee, to execute a contract amendment with Zelis
Consultants, LLC, increasing the payment limit by $754 to a new payment limit of $169,714 for training as a service
dog handler at the Children's Interview Center with no change to the contract term.
FISCAL IMPACT:
$754; 100% General Fund.
BACKGROUND:
The District Attorney's office is implementing a new program called Courthouse Dogs. This is a program that is
gaining international acclaim for the training and use of dogs to provide comfort and support to victims of
sexual/physical and domestic abuse. These dogs receive two years of professional training through Canine
Companions for Independence to prepare them to go into the courtroom with victims during trial to assist the victim
to remain calm. Handlers of the dogs are required to receive specific training before a dog can be received. This
Contractor will be trained as a handler of the dog for use at the Children's Interview Center to help victims of crimes
remain calm while being interviewed.
CONSEQUENCE OF NEGATIVE ACTION:
The contract will not be amended to allow for the additional services.

B. Contractor's Obligations. During the term of this amended Contract, in addition to services
listed in Additional Provisions, A. Contractor’s Obligations of the original contact; Contractor shall
also provide the following management consulting services:
1.The District Attorney’s office is implementing a new program called Courthouse Dogs.
This is a program that is gaining international acclaim for the training and use of dogs to
provide comfort and support to victims of sexual/physical and domestic abuse. These dogs
receive two years of professional training through Canine Companions for Independence to
prepare them to go into the courtroom with victims during trial to assist the victim to remain
calm. Handlers of the dogs are required to receive specific training before a dog can be
received. Contractor will be trained as a handler of the dog for use at the Children’s
Interview Center. Contractor will attend the 2013 International Courthouse Dogs
conference in Seattle, WA to receive training from November 7, 2013 through November
9, 2013 to learn to be a handler.
Covered expenses shall include the following:
Conference $150.00
Roundtrip Airfare $187.80
Lodging $256.01
Meals $160.00
Total expenditures for this training shall not exceed $753.81 for a new contract total not to
exceed $169,713.81.
