APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute a contract with the City and County of
San Francisco, including full indemnification of the City and County of San Francisco, to pay the County an amount
not to exceed $553,107 as part of the 2013 U.S. Department of Homeland Security, Urban Area Security Initiative
(UASI) Grant for homeland security related projects within the County for the period November 1, 2013 through
February 28, 2015.
FISCAL IMPACT:
No net County Costs. $553,107.00; 100% Federal 2013 Urban Area Security Initiative Grant from the City and
County of San Francisco acting as fiscal agent for the Bay Area Urban Area Security Initiative. (CFDA # 97.008)
BACKGROUND:
The U.S. Department of Homeland Security Urban Area Security Initiative Grant Program funds address the unique
planning, equipment, training, and exercise needs of high threat, high density urban areas, and assist them in building
an enhanced and sustainable capacity to prevent, protect against, respond to, and recover from acts of terrorism.

BACKGROUND: (CONT'D)
of these urban areas and the U.S. Department of Homeland Security designated the City and County of San Francisco
as the fiscal agent for the Bay Area Urban Area Security Initiative (UASI). The County, as a member of the Bay Area
UASI, will receive $553,107.00 to sustain and maintain the Automated Regional Information Exchange System
(ARIES) and to acquire P25 compliant radios and to enhance risk management and planning through grant projects
that increase regional response capability for the East Bay Hub Operational Areas.
As the fiscal agent for the grant, the City and County of San Francisco has developed a standard form contract for use
with all Bay Area UASI partner agencies requiring full indemnification of the City and County of San Francisco. The
County has agreed to previous inter-agency agreements with the City and County of San Francisco, which contained
the same language, to participate in regional homeland security efforts and access important Federal funding.
CONSEQUENCE OF NEGATIVE ACTION:
Should the Board decide not to approve entering into this agreement, the County will not receive its share of the 2013
UASI Grant funds and the ARIES maintenance, the P25 compliant radios and East Bay Hub Operational Areas' risk
management and planning to increase regional response capability, will need to be either funded through another
source or not performed.
