FISCAL IMPACT: Upon approval, this action has an annual cost of approximately $78,062.03, which includes pension costs of $15,679.98. The majority of the cost, $65,326.00, is offset by California Children Services State grants, and the remaining $12,736.03 is paid by County general fund. BACKGROUND: The Health Services Department is requesting to add one (1) permanent full-time Clerk-Senior Level (JWXC) position at salary level 3RX-1033 ($2,882.23 - $3,680.73) in the California Children's Services (CCS) Program in Public Health. The position will be assigned to support the CCS Program claims and billing function. Currently there is no designated permanent staff to process bills, claims and payment issues from providers, medical billers and patient families. The claims and billing system can be complicated and frustrating to some provider billers. Consequently, some providers have chosen to discontinue serving CCS patients, which eroded the needed pool of pediatric sub-specialists. Provider billers seek assistance from the CCS office to ensure payment of services. Additionally, patients are sometimes erroneously billed for CCS authorized services and the patients' families turn to CCS to solve their billing issues with provider offices. Currently, a temporary employee is performing these duties and the addition of a permanent position will ensure claims and billing issues are resolved properly, which will also enhance CCS patient/provider relations and allow clinical staff to focus exclusively on client clinical and case management needs. Upon approval, this action has an annual cost of approximately $78,062.03, which includes pension costs of $15,679.98. The majority of the cost, $65,326.00, is offset by California Children Services State grants, and the remaining $12,736.03 by County general fund. CONSEQUENCE OF NEGATIVE ACTION: If this action is not approved, there is not adequate permanent staff to support the California Children Services billing and claims function in Public Health, which may adversely impact patient care.
