APPROVE Appropriation and Revenue Adjustment No. 5030 authorizing new revenue in the amount of $137,039
from the State of California for the Evidence-Based Practices To Improve Public Safety Project grant.
FISCAL IMPACT:
Funds from Evidence-Based Practices To Improve Public Safety Project grant will be used to fund a portion of a
Probation Supervisor I and an Institutional Supervisor II salary & benefits ($98,977), an outside Program Evaluator
($23,210), office expenses (1,768), new training room sound system and equipment (11,700) and other miscellaneous
program expenses ($1,384) for a total of $137,039. The grant award requires a 10% cash match.
BACKGROUND:
The Board of State and Community Corrections (BSCC) is the Designated State Administrative agency for the
Juvenile Accountability Block Grant Program (JABG). To support the Three-Year plan, the State Advisory
Committee on Juvenile Justice and Delinquency Prevention (SACJJDP) approved discretionary JABG funds to
further develop the Evidence-Based Practices priority area. The funds are to be used to support Probation
Departments that are prepared to participate in a two-year

BACKGROUND: (CONT'D)
systems change approach in implementing or expanding the use of EBP with their local community.
The Contra Costa County Probation Department’s overarching system-wide plan for implementing EBP through
a system change approach has its roots in historical and ongoing efforts. At this juncture, the Department has
determined the need to develop quality assurance techniques for on of of its Evidenced Based Programs,
(Thinking for a Change) as well as to continue to educate Juvenile Justice Partners including the Juvenile Court,
the District Attorneys Office, and Public Defenders Offices as well as other partners including Children’s Mental
Health and community based organizations. These funds will allow further embedding and validation of already
implemented Evidence Based Programs.
The Contra Costa County Probation Department applied for the Evidence-Based Practices to Improve Public
Safety (EBP-TIPS) Project on July 17,2013 and on August 20, 2013 the Department was notified that they were
awarded the grant. The term of the grant is from October 1, 2013 to September 30, 2015. The total award amount
is $137,039.
CONSEQUENCE OF NEGATIVE ACTION:
The Probation Department will not be able to design and implement quality assurance for already implemented
Evidence Based Programs and ensure fidelity to already established models.
CHILDREN'S IMPACT STATEMENT:
Youth involved in the Juvenile Justice System will directly benefit.
