HomeMy WebLinkAboutMINUTES - 12032013 - C.49RECOMMENDATION(S): Employment and Human Services Department (0502/0503/0504): APPROVE Appropriations and Revenue Adjustment No. 5031, 5032, 5033 authorizing mid-year revenue and appropriation adjustments resulting from increased Realignment revenue, new revenue for Medi-Cal Administration for the implementation of Affordable Care Act of 2010 and increased and new revenue for California Work Opportunity and Responsibility to Kids (CalWORKs) Single Allocation and for Expanded Subsidized Employment for FY 2013-14. FISCAL IMPACT: No net county cost increase. Children and Family Services revenue and expenses will decrease by $674,984. Aging and Adult Services revenue and expenses will increase by $797,250. Workforce Services revenue and expenditures will increase by $7,746,636. Total revenues and expenses will increase in Employment and Human Services by $7,968,902. BACKGROUND: The original budget submitted by Employment and Human Services Department did not reflect the following: (1) New revenue for the Medi-Cal Administration for the implementation of Affordable Care Act of 2010 which was awarded to the Department on August 1, 2013; (2) New revenue pursuant to Assembly Bill 74 for CalWORKs Expanded Subsidized Employment. Awarded to the Department on September 30, 2013; (3) Increased Realignment revenue; (4) Increased CalWORKs Single Allocation due to the approval of the FY 2013-14 Budget Act. Approval of these adjustments will permit the Department to meet its statutory obligations in the current fiscal year as mandated by both Federal and State laws and regulations. CONSEQUENCE OF NEGATIVE ACTION: The department will not be able to implement the Affordable Care Act, the prescribed changes in the delivery of CalWORKs services and other mandated services to Children/Family and Aging/Adult residents of the County.
