SUBJECT: Bethel Island-Sandmound Slough Specific Plan
Phil Batchelor, County Administrator, presented to the
Board the report dated January 21, 1986 , from A.A. Dehaesus,
Director of the Community Development Department recommending that
the Board authorize the preparation of a Specific Plan for Bethel
Island and Sandmound Slough subject to obtaining the necessary
funding. It was noted that the estimated cost of preparing a Bethel
Island-Sandmound Slough Specific Plan Environmental Impact Report is
approximately $200 ,000.00. Mr. Dehaesus commented on funding
options available to the County to recover the cost of preparing
Specific Plans. A copy of Mr. Dehasus' report is attached hereto
and by reference incorporated herein.
IT IS BY THE BOARD ORDERED that the recommendations of the
Community Development Director are APPROVED.
IT IS FURTHER ORDERED that the Finance Committee is
requested to review at its February 3, 1986 , meeting the financial
issues as noted in the report.

Director of Community Development Specific Plan
Recommendation: Authorize the preparation of a specific plan for Bethel Island
and Sandmound Slough subject -to the obtaining of the necessary funding. The
estimated cost of preparing a Bethel Island-Sandmound Slough Specific Plan and
Environmental Impact Report is approximately $200,000.
Background I: The East County Area General Plan adopted in 1978 included a Bethel
Island/Sand Mound Slough Community Plan (pages 23, 30, 31 ) and recommended in
the implementation chapter (page 53) under additional implementation measures:
"I . . Prepare a Specific Plan for Bethel Island to guide its future growth.".
Since that time because of County budget limitations, the specific plan has not been
prepared.
Background II : However, the Community has remained active in pursuing the pre-
paration of a Specific Plan and this activity has been monitored by the Community
Development Department staff.
These efforts are:
1 . Filipe Johansson , a private property owner, has financed the beginning of a
specific plan by retaining the firms of Wisley & Ham and DWAW (Ec kbo, Dean, .
Austin & Williams). Their efforts to .date have been primarily the outlining
of a schedule, gathering of data and presiding over and attending public meet-
ings in the Bethel Island area. : .Their proposals and reports have been reviewed
by- Community Development .Staff and staff has made recommendations to insure
that the Specific Plan, if. prepared by the consultants, would meet the County's
standards as to .:imagination ,-. technical competence, and implementation (as
established in the North. Orinda Specific Plan,- the Sycamore Valley Area Spe-
cific Plan and the Pleasant Hill/BART Station Specific Plan. ) Department staff
also attended many of the public meetings..
2. In 1982, the Citizens 'Advisory Committee of CSD-15 (County Sanitation District
15) asked the Board of Supervisors acting as the Board -of Directors of San-i-
tation.. District 15 to consider the use of special district augmentation funds
to study water and sanitation problems and opportunities in the Bethel Island/
Sandmound Slough area. The County Administrator's office, Health Department,
Environmental Control Division of the Public Works Department, and the Plan-
ning Department reviewed the request and recommended in .September 1986 that
funds in the amount of $50,000 to $100,000 be allocated for a study that could
and would be an excellent information base for a Specific Plan. The funds were
not allocated.

3. In. 1983/84, a Bethel Island Specific Plan Committee was appointed to oversee
the efforts .of Wisley & Ham and €DAW. The Committee met regularly for a
period .of time but stopped meeting when Mr. Johansson no longer financed
the program. Community Development staff attended the early meetings of the
Committee.
4. In June 1985 , a Regional/Urban Design Assistance Team (R/UDAT) met with the
Bethel Islnad Community and prepared a report: "Bethel Island Area R/DAT
Report, Community& Response" copies of which -have been given to the Board
previously.
This R/UDAT report was .financed by a grant from the San Francisco Foundation.
The grant was used to pay R/UDAT team expenses such as food, lodging, film, etc.
but not .salaries, since the team, a service of the American Institute of
Architects , serves without pay.
The R/UDAT. report recommended the preparation of a Specific Plan for Bethel
Island.
5. Since that time, the County has received requests from
a) Bethel Island Municipal Improvement District;
b) Citizens Advisory Committee Sanitation District 15;
. c) Board of Trustees, Reclamation District 799;
d) Bethel Island Fire Department
to have the specific plan for Bethel Island/Sandmound .Slough prepared for
utilizing special district augmentation funds.
Financing: Unlike General Plans , State law allows the County .to recover the cost
of Specific Plans through developer fees or other building or application fees.
If the augmentation funds were used, they could be recovered over time through
this fee system. In addition, if an assessment district were formed, the fees
could be included in the assessment as was done in the case of the Pleasant Hill/
BART station specific plan.
It is our understanding that the Bethel Island Community has also asked the San
Francisco Foundation for a grant to .pay for all or a part of the proposed Specific
Plan program. We do not know, at this time, the results of this request.
Another possibility is for the County to advance funds from the general fund with
repayment through the Specific Plan fee or the San Francisco foundation grant if
received.
The Community Development Department recommends that the Board authorize the prepara-
tion of a Specific Plan and allocate a "loan" .from one. of the available services to
fund a significant part of the financing. This action will serve to leverage money
from the other local funding sources available.
In conclusion, we believe the Specific Plan is a very good idea and will help
resolve many of the complicated planning and infrastructure issues surrounding
development in the Bethel Island area.
