APPROVE Appropriations and Revenue Adjustment No.5025 authorizing new revenue in the amount of $14,904,734
from California Health Benefit Exchange, and to provide funding for operations and support of the Contra Costa
County Covered California Call Center in the City of Concord. (100% Federal)
FISCAL IMPACT:
The appropriation adjustment of $14,904,734 is to recognize funding for the current fiscal year which was awarded
by the California Health Benefit Exchange through Federal Funds under the Affordable Care Act. No County general
purpose revenue will be used to support the County's Call Center.
BACKGROUND:
On March 19, 2013, the County Board of Supervisors approved and authorized the execution of contract with the
State of California for call center services. The term of the agreement is February 1, 2013 through January 31, 2015.
The maximum amount stipulated in the contract is $25,398,647.
The County's Call Center, located at 2500 Bates Avenue, Concord, assists Californians in enrolling them for health

insurance coverage by providing various health insurance options based on their financial information. The
approval of these adjustments will permit the department to meet its contractual obligations in the current fiscal
year by funding the staffing, start-up and other operational costs of the Call Center.
CONSEQUENCE OF NEGATIVE ACTION:
The operation of the County's Health Benefit Exchange Call Center will stop that will result in County's violation
of the contract.
