HomeMy WebLinkAboutMINUTES - 01211986 - 2.3 �.3 To: BOARD OF SUPERVISORS FROM: Phil Batchelor, County Administrator Contra DATE: December 21, 1986 Costa SUBJECT; INFORMATION REGARDING SAN DIEGO COUNTY' S INTENTION TO GATE CURRENT ALLOCATION OF PROPERTY TAXES SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Receive this report and direct the County Administrator and County Counsel to monitor the activities in San Diego County. BACKGROUND: On December 17, the Board referred to the Administrator a letter from Supervisor George Bailey of San Diego County. The letter informed the Board of Supervisors of San Diego County' s intention to file a lawsuit related to the unequal distribution of property tax revenues/ which began with the passage of Proposition 13/ and has been continued by subsequent legislation. According to the information provided by San Diego, under the current distribution formula, Contra Costa County receives only 240 of the total property tax dollar compared with a statewide average of 330. If Contra Costa were to receive the statewide average, over $25 million in additional funding would be received. Other examples were provided which show that Contra Costa, and 26 other counties, may not be getting a "fair share" when compared with other taxing entities. This information is interesting and worth further examination. Staff from both the Administrator and County Counsel offices contacted their counterparts in San Diego. The purpose of the contact was to deter- mine if additional support from other counties was needed and the status of the potential litigation. Staff from San Diego indicated that they are at least six months away from being ready to file a lawsuit and that the type of support, if any, from other counties that would be requested was yet to be determined. For these reasons, it is suggested that the Board take no action at this time, beyond that recommended above. Staff will continue to monitor the progress of the lawsuit and will bring the item back to the Board as circumstances dictate.
