HomeMy WebLinkAboutMINUTES - 01211986 - 2.1 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA 2. 1 Adopted this Order on January 21 , 1986 , by the following vote: AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers NOES: None ABSENT: None ABSTAIN: None -------------------------------------------------------------------- -------------------------------------------------------------------- SUBJECT: The Task Force Status Report and Recommendations for Drainage Area 46 (Grayson-Murderers' Creeks) On January 14, 1986 , Supervisor S. W. McPeak provided each Board Member with copies of the status report and recommendations of the Task Force established to review the Draft Environmental Impact Report (EIR) for the plan and formation of Drainage Area 46 (Grayson-Murderers' Creeks) . She noted that the Task Force opposes the project as proposed in the draft environmental impact report due to its heavy dependence on high efficiency channelization and culverting, which would result in the removal or alteration of a significant amount of the natural creek environment. She noted that the Task Force will continue to meet to develop and or consider alternatives to the original proposal and has recommended that the Draft Environmental Impact Report be amended or rewitten to fit the newly developed alternatives, their environmental effects and feasi- bility. Supervisor McPeak advised that the ,Task Force has developed principles that should govern the development of the revised plan for Drainage Area 46 . Beverly Ortiz, member of the Task Force and Albert McNabney a member of the Mt. Diablo Audubon Society briefly spoke on the work of the Task Force. Supervisor Fanden, in commenting on the need to review a project prior to the preparation of the draft environmental impact report, recommended that the Public Works Director be requested to develop a policy to require discussions of proposed environmental impact reports on major flood control projects with the Supervisor in whose District the area is under study, or with an appropriate Board Committee prior to the preparation of the draft environmental impact report. On recommendation of Supervisor McPeak, IT IS BY THE BOARD ORDERED that the recommendations of the Task Force are APPROVED and that their report is REFERRED to the Countywide Urban Creeks Task Force for review and possible incorporation into their Concept Paper. IT IS FURTHER ORDERED that the Clerk is requested to transmit copies of the report to the Cities of Pleasant Hill, Lafayette, and Walnut Creek . IT IS FURTHER ORDERED that the recommendation of Supervisor Fanden, as noted above is APPROVED.
