HomeMy WebLinkAboutMINUTES - 12032013 - C.13RECOMMENDATION(S): APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement with Whitlock & Weinberger Transportation, Inc., in an amount not to exceed $200,000, for countywide streetlighting on-call municipal engineering services for the period of December 3, 2013 through December 2, 2016, Countywide. (All Districts) FISCAL IMPACT: 100% County Service Area L-100 Funds. BACKGROUND: The Public Works Department is involved in various projects in the County which require streetlighting municipal engineering services. After a solicitation process, Whitlock & Weinberger Transportation, Inc. was selected as the firm to provide streetlighting municipal engineering services on an “on-call” basis. The consultant will augment Public Works staff on an as-needed basis. Whitlock & Weinberger Transportation, Inc. will be used when in-house expertise is not available. This on-call Consulting Services Agreement (Agreement) will be in effect for three years. BACKGROUND: (CONT'D) may request an increase in the hourly rates set forth on Attachment 1 to Appendix B, on an annual basis, in January of each calendar year during the term of this Agreement, beginning with January 2015. The proposed increase in hourly rates cannot exceed the actual increase in the hourly rates paid by the consultant to its staff. The consultant shall provide the Public Works Department with at least 30 days advance written notice of a proposed increase. Subject to approval by the Public Works Director, the proposed increase will be effective 30 days following receipt of the consultant's request. An increase in the hourly rates shall not result in any increase in the payment limit specified in Section 4 ("Payment Limit") of this Agreement. CONSEQUENCE OF NEGATIVE ACTION: Without approval from the Board of Supervisors, there will be possible delays in completing projects requiring streetlight municipal engineering services.
