APPROVE and AUTHORIZE the Chief Engineer, or designee, to execute Amendment No. 1 of the Consulting
Services Agreement (CSA) with Consolidated CM, effective October 1, 2013, to increase the payment limit by
$350,000 to a new payment of $1,596,000, in order to provide construction management services for the Upper Sand
Creek Basin Project, Antioch area. (Project No. 7562-6D8518-10)
FISCAL IMPACT:
CSA Amendment No. 1 allows for an increase in the payment limit. The increase is to be funded by 100% Drainage
Area 130 funds.
BACKGROUND:
The Upper Sand Creek Basin project is being constructed on Sand Creek to improve the flood protection to
downstream residents. Due to the large size of the project site, and project delays, work is occurring at multiple sites
within the project limits for a longer duration and additional staff have been added to ensure proper coverage of
inspection duties.
On March 12, 2013, the Board of Supervisors approved the CSA for construction management services for the
construction of the project with Consolidated

Public Works staff does not have the expertise to perform this work in-house. The consultant may not get
compensated for their work.
