HomeMy WebLinkAboutMINUTES - 12032013 - C.06RECOMMENDATION(S): APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement with Kimley-Horn and Associates, Inc., in an amount not to exceed $438,000, for professional engineering services for the Byron Highway and Camino Diablo Intersection Improvements Project, for the period of December 3, 2013 through project completion, Byron area. Project No. 0662-6R4094 FISCAL IMPACT: The project, including this Consulting Services Agreement, is funded by 64.4% Gas Tax Funds, 23% Federal Highway Safety Improvements Program/High Risk Rural Roads Program (HSIP/HR3) Funds, and 12.6% East County Area of Benefit Funds. BACKGROUND: The project will consist of preparing plans, specifications, and estimates, including hydraulic studies for the Byron Highway and Camino Diablo Intersection Improvements in eastern Contra Costa County. BACKGROUND: (CONT'D) the proper and satisfactory execution of the Byron Highway and Camino Diablo Intersection Improvements project. Kimley-Horn and Associates, Inc. was selected to provide these services after completing a request for qualifications solicitation and interview process that put them on a short list with four other firms to provide consulting services for future projects. The County requested and received technical proposals from three of the five short-listed firms to provide consulting services for the project. Kimley-Horn and Associates, Inc. was selected by a selection committee as the firm that was best able to address the County’s needs for the project. Public Works has successfully negotiated with Kimley-Horn and Associates, Inc. to provide the professional engineering services. CONSEQUENCE OF NEGATIVE ACTION: Without Board of Supervisors’ approval, the Consulting Services Agreement will not be in effect. A delay in the design and construction of the Byron Highway and Camino Diablo Intersection Improvements project will occur, ultimately delaying completion of the project. Project delay may also result in substantial additional project costs and jeopardize the funding. CHILDREN'S IMPACT STATEMENT: Not applicable.
