D.1 CONSIDER approving and authorizing the Chair of the Board of Supervisors to execute the Second Amendment to the
County/Richmond Sanitary Service Franchise Agreement, effective November 12, 2013 through October 11, 2023, to specify
that the franchise fee will be 7% as of December 1, 2013, establish allowable Maximum Residential Collection Rates and
require Richmond Sanitary Service to provide new and expanded services within the County Franchise Area, as recommended

Agreement between the City and the County for funding infrastructure improvements, and planning and building inspection
services; and adopting Resolution No. 2013/433, determining the allocation of tax revenue for the proposed Northeast Antioch

County and City of Antioch staff continued negotiations through to this morning, November 12, 2013, and were able to
come to an agreement. The red-line and final versions of the agreements are attached.
ACCEPTED the revised agreements;
AUTHORIZED and APPROVED the Chair of the Board of Supervisors, or designee to execute the attached
Reorganization and Tax Revenue Allocation Agreement (“Tax Allocation Agreement”) between the City of Antioch and
County of Contra Costa;
AUTHORIZED and APPROVED the Chair of the Board of Supervisors, or designee, to execute the attached Joint
Exercise of Powers Agreement between the City and the County for funding infrastructure improvements, and planning
and building inspection services (“JPA”);
and ADOPTED Resolution 2013/433, determining the allocation of tax revenue for the proposed Northeast Antioch
reorganization areas: Area 1 (LAFCO 07-17); Area 2B (LAFCO 12-07); and Area 2A (LAFCO 13-08 ).

2013 Veterans' Day Celebration and Presentation of Colors to honor the men and women of Contra Costa County who have
served and are currently serving in our United States Armed Forces. (Nathan Johnson, Veterans Services Officer)

SD. 9 PUBLIC COMMENT (2 Minutes/Speaker)
Cynthia Staton, former financial director of Mental Health Community Concerns (MHC), spoke on the discontinuance of
Mental Health Communtity Concerns as a provider of mental health services. Ms. Staton requested that in the Request
for Proposal (RFP) process, that the agency chosen be a local community based organization, endorse the recovery model
not the medical model, and that the agency does not require clients to be med-compliant.
SD. 10 CONSIDER reports of Board members.
Supervisor Piepho thanked Mike Conklin, Chairman and CEO of Sentinels of Freedom for the 2012 Annual Report and
Gold Star coin he had placed at the dais for each Supervisor;
Supervisor Glover and Mitchoff noted that Congressman George Miller had visited the Covered California call center in
Concord to thank the staff for their hard work.

GENERAL INFORMATION
The Board meets in all its capacities pursuant to Ordinance Code Section 24-2.402, including as the Housing Authority and the
Successor Agency to the Redevelopment Agency. Persons who wish to address the Board should complete the form provided for that
purpose and furnish a copy of any written statement to the Clerk.
Any disclosable public records related to an open session item on a regular meeting agenda and distributed by the Clerk of the Board to
a majority of the members of the Board of Supervisors less than 72 hours prior to that meeting are available for public inspection at 651
Pine Street, First Floor, Room 106, Martinez, CA 94553, during normal business hours.
All matters listed under CONSENT ITEMS are considered by the Board to be routine and will be enacted by one motion. There will be
no separate discussion of these items unless requested by a member of the Board or a member of the public prior to the time the Board
votes on the motion to adopt.
Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair calls for comments from those
persons who are in support thereof or in opposition thereto. After persons have spoken, the hearing is closed and the matter is subject to
