APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to execute a contract
amendment with Martinez Early Childhood Center to increase the payment limit by $33,600 to a new limit of
$208,800, to provide Early Head Start and Head Start Program Enhancement services, with no change to the term
July 1, 2013 through June 30, 2014.
FISCAL IMPACT:

Subject:2013-14 Martinez Early Childhood Center childcare services contract, amendment #1
BACKGROUND: (CONT'D)
Department, in turn, contracts with a number of community-based organizations to provide a wider distribution of
services. The board approved this contract on June 4, 2013.
This amendment adds 8 childcare spaces. Approval of this contract will allow the provision of Head Start and Early
Head Start childcare services in Central Contra Costa County.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, County will not be able to more widely distribute childcare availability through partnership with
community based agencies.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports three of Contra Costa
County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families
that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These
outcomes are achieved by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
