HomeMy WebLinkAboutMINUTES - 11122013 - C.56RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Contract Amendment Agreement #23-392-6 with the Rodeo-Hercules Fire Protection District, a public Agency, effective July 1, 2013 to amend Contract #23-392-5 to increase the Contract Payment Limit by $39,086 from $180,000 to a new total payment limit of $219,086, with no change in the original term of July 1, 2012 through June 30, 2015. FISCAL IMPACT: There is no County General Fund impact. All payments are funded under CSA EM 1 (Measure H). BACKGROUND: County Service Area EM-1 was established in 1989 to provide enhanced emergency medical services, including rapid paramedic-staffed ambulance response, to the residents of Contra Costa County. ATTESTED: November 12, 2013 David Twa, County Administrator and Clerk of the Board of Supervisors By: June McHuen, Deputy cc: J Pigg, C Rucker C. 56 To:Board of Supervisors From:William Walker, M.D., Health Services Director Date:November 12, 2013 Contra Costa County Subject:Amendment Agreement #23-392-6 with the Rodeo-Hercules Fire Protection District BACKGROUND: (CONT'D) 2012, the Board of Supervisors approved Contract #23-392-5 with Rodeo-Hercules Fire Protection District for the period from July 1, 2012 through June 30, 2015, for the provision of first responder fire paramedic services, for the Rodeo-Hercules Fire Protection District, which included mutual indemnification to hold harmless both parties for any claims arising out of the performance of the contract. On May 14, 2013, the Board of Supervisors authorized the County’s Health Services Emergency Medical Services Division approval of CSA EM-1 fire agency funding, based on a population-based funding formula, to partially offset cost to the to fire agencies providing first responder Paramedic services in Zone B. The transition to the population-based funding formula requires adjustment of the total payment limit of the current Contract. Approval of Contract Amendment Agreement #23-392-6 will allow the Contractor to provide additional First Responder Paramedic Program services with a modified payment provision through June 30, 2015, as approved by the Board of Supervisors and agreed upon by the parties. CONSEQUENCE OF NEGATIVE ACTION: If this amendment is not approved, County will not be able to reimburse Contractor for the cost of prehospital emergency medical first responder services within the Rodeo-Hercules Fire Protection District, until patient care is assumed by County’s emergency ambulance contractor.
