Approve and authorize the Health Services Director, or his designee, to execute on behalf of the County Local
Primary Delegation Confidentially, Fiscal Agent, and Grant Funding Agreements #28-852 with the California State
Department of Public Health, a government agency, to pay the County in an amount not to exceed $350,000, to act as
the Local Primacy Agency for the Environmental Health Division Small Water System Program, for the period from
November 30, 2013 through November 29, 2014.
FISCAL IMPACT:
Approval of these Agreements will result in an amount not to exceed $350,000 for the Small Water System Program.
No County match required.
BACKGROUND:
The goal of the Small Water Systems Program is to ensure the water provided by systems is pure, wholesome, and in
adequate supply for Contra Costa County residents. The County Ordinance Code provides for regulation of small
water systems in accordance with Federal Standards as mandated by the State. The Authority to regulate small water
systems within the County is delegated to the County by the California State Department of Public Health under

BACKGROUND: (CONT'D)

its jurisdiction.
Approval of these Agreements will allow the County to implement the Small Water Systems Program, through
November 29, 2014.
CONSEQUENCE OF NEGATIVE ACTION:
If these Agreements are not approved, the County will not be able to regulate small water systems within the Contra
Costa County.
