APPROVE and AUTHORIZE the Public Works Director or designee, to execute the license agreement between
Contra Costa County and the United States of America Department of Veterans Affairs (VA) for off-site parking for
the Health Services Department at 595 and 597 Center Avenue, Martinez, through June 30, 2016 as requested by the
Health Services Department.
FISCAL IMPACT:
Health Services Department through Enterprise Funds, occupancy budget, will pay a license fee of:
$986.67 from December 1, 2013 through December 31, 2013
$1040.00/month from January 1, 2014 through December 31, 2014
$1093.33/month from January 1, 2015 through December 31, 2015
$1120.00/month from January 1, 2016 through June 30, 2016

Subject:License Agreement for the off-site parking for 595 and 597 Center Avenue, Martinez area.
BACKGROUND:
The property rights are necessary for off-site parking at 595 and 597 Center Avenue in Martinez and will provide
25 County spaces at the Veterans Hospital overflow lot on APN 162-310-002. The VA has a lease with Gordon &
Keller, the owners of APN 162-310-002, through June 30, 2016 and is willing to allow the County to use a
portion of their leased parking lot. As a condition of the license agreement, the VA requires the County to
indemnify them.
CONSEQUENCE OF NEGATIVE ACTION:
The Health Services Department would not have the 25 parking spaces that they requested.
CHILDREN'S IMPACT STATEMENT:
