MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: January 21, 1986 SUBJECT: Report of Cost Allocation Study for the Oakley-Bethel Island Wastewater Management Authority November, 1985 Specific Request(s) or Recommendation(s) & Background & Justification RECOMMENDATION The Board of Supervisors of Contra Costa County, as the Board of Directors of Contra Costa County Sanitation District No. 15, accepts the Cost Allocation Study Report for the Oakley-Bethel Island Waste Water Management Authority. FINANCIAL IMPACT Sanitation District No. 15 will receive $402,462 from the Oakley-Bethel. Island Wastewater Management Authority through a reallocation of the local share of the sewer treatment plant improvement costs which were jointly funded by Sanitation District No. 15 (Bethel Island) and Oakley Sanitation District. BACKGROUND The Joint Exercise of Powers Agreement (JEPA) that created the Oakley Bethel Island Wastewater Management Authority (OBIWMA) was approved in early 1977. The agreement specified the amount of sewage flow that would be accepted from the Oakley Sanitary District and Contra Costa Sanitation District No. 15. When the sewage collection system in Sanitation District No. 15 was put in operation, the measured flow was five times the flow stated in the JEPA. Rather than rewrite the JEPA the OBIWMA Board of Directors decided to proceed with construction of the treatment plant and adjust the cost split after having a year of flow records. The measured flows from Sanitation District No. 15 are approximately 2 1/2 times that stated in the JEPA and the Oakley Sanitary District flow are approximately 1 1/3 times what the JEPA stated. All agencies involved realize that it is extremely difficult for a district to regulate the volume of its sewage flow. Adjusting the cost split to equal the split of the flows during the first year of operation is the most equitable way of dividing up the cost of .the treatment plant. The Citizens Advisory Committee of Contra Costa County Sanitation District No. 15, the Board of Directors of the Oakley Sanitary District and the Board of Directors of the Oakley-Bethel Island Wastewater Management Authority have studied the report and have recommended its acceptance and implementation.
