Rainey, Sheriff-Coroner Costa DATE: January 9, 1986 County SUBJECT: Microwave Master Plan Modification SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION 1. Approve modifications to the existing County. Microwave Master Plan and direct the Sheriff's Communications Division to implement as follows: - Move the Brentwood microwave terminal .to the County building in Oakley. Move the Pinole microwave-terminal to the Work Furlough Center in Richmond. - Remove the Rodeo microwave terminal and place in' storage for re-use when the West End Detention Facility location has been finalized. 2. Direct the Sheriffs .Communications .Division to explore,. with other appropriate agencies and County departments, the feasibility. of relocating the County communi- cations site on Rocky Ridge to a location on Las Trampas Ridge. FINANCIAL IMPACT The modifications requested will .reduce leased line costs and monthly telephone charges to the County and will be absorbed in the Sheriff's .budget. BACKGROUND 1. The Microwave Master Plan was completed in 1983. One of its intended uses was to have a microwave drop into every telephone exchange in the County so that County agencies could reduce their intra-County usage costs. To date, very few agencies have used the system. The microwave drops into Rodeo and Pinole have never been used. The Brentwood site has only.two channels in' use, one of which is in use just because it's there. The other can be relocated elsewhere without detriment to Brentwood Fire, where the Chief says moving this path will have no adverse effect. . Since two of these paths are totally void of usage, and the other uses only two channels, logic dictates they be relocated elsewhere in the County where sufficient benefit 'can be realized to justify their cost. 2. The existing South. County radio site. (Rocky Ridge) does not provide adequate communications coverage for emergency medical, .fire and police use in the Alamo- Danville-Lafayette-Moraga area. The major cause is the radio blockage created by the Las Trampas Ridge. The proper location for the County site would be atop this obstruction.
