BACKGROUND: The City of Walnut Creek (City) is requesting $490,000 in County Park Dedication funds to help finance improvements to the Heather Farm Park located at 301 N. San Carlos Drive in Walnut Creek. The City intends to improve the park by installing an "All Abilities Playground." The proposed project consists of the rehabilitation of an existing playground that has dated equipment and does not meet current safety or Americans with Disabilities Act (ADA) requirements. The City is working through a community-based process and intends to renovate the playground so it provides a variety of physical and mental stimulus for all children (see attached plan). The planned improvements maintain separate play areas for the 2-5 year-old and 5-12 year-old children, upgrades the existing composite play structure, and relocates all swings to one area. The main all-abilities play area will be centrally located between the two age group playgrounds and consist of a large, multi-element ramped structure and free play climbing hill with concrete ball elements, both of which would attract all age groups. Additional all-abilities structures are proposed in each of the age group playgrounds. The timeline submitted by the City shows construction beginning in May 2014 and completion by November, 2014. The total cost of the project is estimated at $875,000. Funding from the County will permit the proposed improvements to be completed all at once instead of in phases. Once completed, the improvements will be maintained by the City. It is the policy of the County to utilize County park dedication funds to meet local and regional park needs. It is expected that the proposed playground will attract residents from the central part of the County including residents of the unincorporated parts of Walnut Creek and beyond, and has the potential of becoming a County-wide asset. CONSEQUENCE OF NEGATIVE ACTION: Without the allocation of park dedication funds, the City would need to construct the proposed project in phases. The allocation of park dedication funds will allow the City to complete the entire project by November, 2014. CHILDREN'S IMPACT STATEMENT: The proposed project supports the following community outcome established in the Children's Report Card: Communities that are safe and provide a high quality of life for children and families.
