Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Interagency
Agreement #22–351–16 with City of Richmond, on behalf of its Fire Department, a government agency, in an
amount not to exceed $329,748, to provide hazardous materials training for the period from July 1, 2013 through June
30, 2015.
FISCAL IMPACT:
This Contract is funded 100% Industry fees the County charges to businesses for the handling of hazardous materials, and
is included in the Department’s budget. (Rate Increased)
BACKGROUND:
This Agreement provides Hazardous Materials Training for the Richmond Fire Department. The training includes:
special Hazardous Materials training classes through the University of California Extension, the California Fire
Academy, and the California Specialized Training Institute; Hazardous Materials First Responder classes through the
community college; and in-house

BACKGROUND: (CONT'D)

On September 20, 2011, the Board of Supervisors approved Agreement #22–351–15 with the City of Richmond, for
the period from July 1, 2011 through June 30, 2013, for the provision of hazardous materials training.
Approval of Agreement #22–351–16 will allow the Contractor to continue providing services through June 30, 2015,
including agreeing to indemnify and hold harmless Contractor for any claims arising out of performance of this
agreement.
CONSEQUENCE OF NEGATIVE ACTION:
If this contract is not approved, Agency personnel will not receive the training required to maintain a Hazardous
Materials Response Team, leaving County without an effective response to hazardous material incidents in West
Contra Costa County.
