HomeMy WebLinkAboutMINUTES - 11052013 - C.50RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with Lao Family Community Development Center, a non-profit corporation, by making minor changes to the contract deliverables, with no change in the payment limit of $105,668, and no change in the contract term of July 1, 2013 through June 30, 2014. FISCAL IMPACT: $105,668: 100% State/Federal (15% State; 85% Federal) CalWORKs Single Allocation funding (CFDA #93.667) BACKGROUND: Lao Family Community Development provides pre-and post-employment services and translation and interpretation services in Vietnamese and various Laotian dialects to limited English proficient CalWORKs refugees residing in West Contra Costa County. Services include assisted job search, job placement, and employment disputes resolution for jobs. ATTESTED: November 5, 2013 David Twa, County Administrator and Clerk of the Board of Supervisors By: Chris Heck, Deputy cc: C. 50 To:Board of Supervisors From:Kathy Gallagher, Employment & Human Services Director Date:November 5, 2013 Contra Costa County Subject:Amend Contract with Lao Family Community Development Center BACKGROUND: (CONT'D) The services provided by Contractor are necessary to set forth the responsibilities of the Lao Family Community Development (Contractor) and Contra Costa County on behalf of its Employment and Human Services Department (County), in the provision of job skills and placement services for limited and non-English speaking California Work Opportunity and Responsibility to Kids (CalWORKs) participants. Under the contract, Contractor must: A. Must provide the following services to California Work Opportunity and Responsibility to Kids (CalWORKs) Non-English speaking participants referred by the County's Employment and Human Services Department (EHSD). B. Accept referrals of CalWORKs Non-English speaking participants from EHSD. C. Keep and maintain accurate case files on each participant referred by EHSD. D. Report monthly attendance participation, job placements, incidences of non-cooperation, non¬attendance, resignations, or other incidences of non-compliance. Expected outcomes are: A. Serve all CalWORKs Non-English participants referred by EHSD. B. Place a minimum of 80 percent of enrolled participants in initial jobs or in upgraded jobs. C. By August 31, 2014 (60 days after program operations end), 55 percent of individuals who were placed in initials jobs or in upgraded jobs, will have retained those jobs for at least 90 days. D. Notify EHSD within 3 working days of any referred participants that do not show to orientation or become non-compliant with activity / job. During the term of this contract, Contractor has provided all contracted services and has met all goals. This contract amendment amends the contract language under item III.B., requiring the contractor to place a minimum of 80% of "enrolled" participants, rather than "referred" participants, in initial or upgraded jobs. In addition subpargraph D is added to this section which will require Contractor to notify EHSD within 3 working days of participant no-shows. CONSEQUENCE OF NEGATIVE ACTION: Interpretation and translation services and post/pre-employment services will not be provided to West Contra Costa County non-English or limited English speaking Vietnamese and Laotian CalWORKs participants as anticipated by EHSD. CHILDREN'S IMPACT STATEMENT: This contract directly supports three of the five community outcomes established in the Children's Report Card: 3) "Families that are Economically Self-Sufficient"; 4) "Families that are Safe Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families."
