For Families Free of Violence, a non-profit corporation, amending Contractor's obligations with no change in the payment limit of $233,000, and no change in the contract term of January 1, 2013 through December 31, 2014. FISCAL IMPACT: $233,000: 100% Federal Department of Justice grant (CFDA 16.590), no County costs. BACKGROUND: The Zero Tolerance for Domestic Violence Initiative (ZTDVI) applied for and received funds from the US Department of Justice, Office on Violence Against Women (OVW), Grants to Encourage Arrest Policies and Enforcement of Protection Orders Program (“Project”). STAND! For Family Free of Violence will assist in carrying out activities consistent with the funding application. For Families Free of Violence BACKGROUND: (CONT'D) Tolerance for Domestic Violence, Grants to Encourage Arrest Policies and Enforcement of Protection Orders Program (“Project”) is to develop and strengthen effective responses to violence against women. The goals and objectives of the Project are: 1) Strengthened support and advocacy for victims of domestic violence (DV) and sexual assault (SA). 2) Implementation of standardized protocol for increased investigation and supervision of high-risk cases and improving victim safety in Contra Costa County (CCC). 3) Enhanced law enforcement response to DV and SA. During the term of this Agreement, STAND! For Families Free of Violence will provide the following services: 1) Co-locate staff at the West County Family Justice Center (FJC), two restraining order (RO) clinics, and DV Court to provide victims with DV advocacy. 2) Participate in FJC governance by serving on the Advisory Board. 3) Bilingual advocates will assist 275 victims in prosecution of DV felony cases and assist 425 victims in prosecution of misdemeanor DV cases. 4) Provide advocacy on various shifts through STAND!’s 24/7 crisis line to assist with emergency response calls received from the 24 different law enforcement jurisdictions of CCC and assist with law enforcement referrals and follow-ups. 5) Coordinate and oversee implementation and refinement of a countywide risk assessment protocol and a high risk multidisciplinary case review team. 6) Participate in risk assessment as a member of the high-risk multidisciplinary case review team. 7) Develop training materials and tools including but not limited to an enhanced safety planning brochure for the implementation of risk assessment protocol and the high-risk MDT case review and provide 2-4 training sessions. 8) Update DV law enforcement field manual to reflect risk assessment protocol(s). 9) Assist in training law enforcement personnel. This contract amendment adds advocacy services through Contractors crisis telephone line. CONSEQUENCE OF NEGATIVE ACTION: Contractor will be under no obligation to provide advocacy services.
