APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract
amendment with Robert Half International, Inc., to increase the payment limit by $500,000 to a new payment limit of
$1,000,000 for temporary help for technology initiatives, and extend the contract term from October 31, 2013 to June
30, 2014.
FISCAL IMPACT:
$1,000,000: 100% Administrative Overhead (10% County; 45% State; 45% Federal)
BACKGROUND:
The Employment and Human Services Department (EHSD) uses Robert Half to provide qualified resources to
address four key areas. Robert Half provides capable Project Managers to address short term projects, Application
Developers to address short term projects that are outside the programming skill set of current staff, PC Techs to
augment staff while hiring is underway, and PC Techs to augment staff during major implementation

projects. Examples of these include the following:
a. A Project Manager experienced in setting up Project Management Offices is assisting EHSD in establishing a
Project Management Office to support over two hundred projects underway within EHSD at any given time.
Requirements gathering has been complete, and recommendations are in draft for review by senior EHSD
management. Upon approval, this person will help implement the process.
b. Robert Half provided a programmer capable of building a software package that automatically rolled out complex
software upgrade for our Document Management Solution. The automation of this effort saved several hundred hours
of overtime for our PC Techs, realizing a cost savings in the process. Our existing programmers did not have the
experience or the skill set to develop this type of programming.
c. A Project Manager is augmenting Staff Development in the implementation of a Learning Management System to
support educational initiatives within EHSD. The system, upon implementation, will provide an e-Learning platform
to host classes, as well as document EHSD’s learning initiatives for reporting to the state.
d. PC Technicians are needed to support the ever increasing dependency on IT within the Department. While the
hiring process is underway, Robert Half is providing qualified staff to augment existing staff.
e. EHSD must upgrade an aging PC workstation population that is over 5 years old. The upgrade from Windows XP
and Office 2003 to Windows 7 and Office 2013 requires a significant staffing effort that exceeds current staffing
levels. The project is expected to take six months to upgrade the 2700 workstations. Robert Half provides qualified
PC Techs to augment current staffing levels.
EHSD expects our Contractor to provide qualified staff at a reasonable market rate. (Staff rates will vary depending
upon the staff assigned to the specific project.) To ensure this expectation is met, we thoroughly and rigorously
interview each assigned staff to ensure they meet the job criteria as well as have the interpersonal skills to be an
effective member of our team.
Our expected outcomes include the following:
a. Assigned contractor staff that augment our staffing to address our short term needs.
b. Qualified contractor staff that may participate in the job posting process. With our contract including a “no
conversion fee” clause, hiring these staff is without additional cost and with significantly less risk, considering they
have already proven themselves capable during the temporary engagement. (We just hired a programmer into a
full-time programming position via a Robert Half engagement.)
To date, the contractor’s performance has been more than satisfactory. As noted above, we have hired one of the
programmers provided by Robert Half. The PC Techs under the contract are being encouraged to bid for the positions
when they are posted. The Project Managers are working effectively and meeting all proscribed project schedules. I
am very pleased to say that EHSD got what it has contracted for.
The Contractor met all requirements in a timely manner. Without exception, Robert Half presented qualified
candidates for EHSD to interview within a few days of all requests.
CONSEQUENCE OF NEGATIVE ACTION:
The EHSD will be unable to perform its IT tasks in a timely manner.
