HomeMy WebLinkAboutMINUTES - 11052013 - C.41RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee, to execute, on behalf of the County, Standard Agreement C13-033 (County #28-359) with the State of California Emergency Medical Services Authority, in an amount payable to the County not to exceed $30,000, for County’s Emergency Medical Services (EMS) workflow environment assessment project using Health Information Exchange (HIE) objectives, for the period from September 1, 2013 through December 31, 2013. FISCAL IMPACT: None. Approval of this agreement will result in the County receiving $30,000 of funding from the State of California Emergency Medical Services Authority. No County match required. BACKGROUND: The County’s EMS needs to conduct a workflow environment assessment using Health Information Exchange (HIE) objectives to demonstrate compliance with HIPAA security and privacy standards. Approval of Agreement #28-359 will allow the County to receive $30,000 from the State of California Emergency Medical Services Authority to fund the workflow environment assessment and to comply with Office of Civil Rights (OCR) requirements and HIPAA security and privacy standards. This Agreement requires the County to indemnify the State and hold it harmless for claims arising out of the County’s performance, through December 31, 2013. CONSEQUENCE OF NEGATIVE ACTION: If this Agreement is not approved, the County EMS Agency will not receive funds to maximize HIE capabilities and integrate technologies to demonstrate compliance with OCR and HIPAA security and privacy standards.
