HomeMy WebLinkAboutMINUTES - 11052013 - C.39RECOMMENDATION(S): APPROVE and AUTHORIZE the Agricultural Commissioner, or his designee, to execute Agreement #13-0308-SF Phyophthora ramorum Program with the Department of Food and Agriculture (CDFA) in the amount of $56,526, to perform regulatory enforcement activities related to Sudden Oak Death disease, for the period of July 1, 2013 through June 30, 2014. FISCAL IMPACT: This agreement reimburses the department for expenditures incurred while performing regulatory enforcement from July 1, 2013 through June 30, 2014 not to exceed $56, 526. BACKGROUND: The California Department of Food and Agriculture (CDFA) is the lead agency for a Mulit-Agency Task Force, known as the California Oak Mortality Task Force (COMTF), which was formed to develop a coordinated effort to address what is called Sudden Oak Death. Due to CDFA's responsibility under the COMTF and its statutory authority to establish quarantines, CDFA must enter into a cooperative agreement with impacted counties in order to comply with the requirements of Assembly Bill 62 (Migden). Guise, Director of Agriculture/Weights & Measures Date:November 5, 2013 Contra Costa County Subject:Pest Exclusion EQR Program Agreement #13-0308-SF-SF BACKGROUND: (CONT'D) role of the County Department of Agriculture is to perform regulatory inspection activities, to issue compliance agreements and to do related work that will assure affected business including plant nurseries, firewood dealers, tree services, green waste and compost facilities, etc. are in compliance with regulations designed to stop the spread of this disease to non-infested areas of the state, country and foreign countries. CDFA reimburses the county for all costs involved in this program up to $56,526. CONSEQUENCE OF NEGATIVE ACTION: Failure to accept Agreement #13-0308-SF will mean that the Department will be unable to hire employees for regulatory enforcement activities related to Sudden Oak Death disease. This may also result in harm to the State of California and other non-infested entities through the potential artificial introduction of this disease which could cause substantial damage to agriculture and the environment.
