ADOPT Position Adjustment Resolution No. 21379 to add one (1) Deputy Probation Officer III (7ATA)
(represented) position at salary plan and grade PP5 1574 ($5,007 - $6,086) in the Probation Department.
FISCAL IMPACT:
$152,184 annually including $67,573 in increased pension costs. 100% Federal Department of Justice - Smart
Probation Grant.
BACKGROUND:
In March of 2011, after several years of significant collaborative effort, the Board of Supervisors accepted and
approved the strategic plan and implementation recommended to establish a network of prisoner reentry services in
Contra Costa County, and further directed the County Administrator to work with the offices of Supervisors Glover
and Gioia to identify the resources needed to implement the strategic plan. In October 2012, the CAO's office
received the Second Chance Grant which has been successfully implemented by the Probation Department. This
grant as well as the implementation of AB 109 adult realignment created the beginning of a formalized operational
structure addressing reentry needs in Contra Costa County. In preparation for the application of Smart

Subject:Add One Deputy Probation Officer III in the Probation Dept. - Smart Probation Grant
BACKGROUND: (CONT'D)
Probation, the Department evaluated the successes and barriers being experienced in these newly created
partnerships and enhanced service delivery in those areas. In 2013, the Probation Department applied for and
received Smart Probation: Reducing Prison Populations, Saving Money, and Creating Safer Communities grant to
assist in meeting these directives. One component of this program is one Deputy Probation Officer who will
complete a pre-release risk assessment for general population individuals reentering the community, develop an
Individualized Achievement Plan to aid in transition to the community and work as part of a reentry team. The
Probation Department seeks to create this position.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to create this position will result in the County being out of compliance with the grant requirements as
agreed to when the award was accepted.
