APPROVE the Livorna Park Bocce Ball Courts Project and AUTHORIZE the Public Works Director, or designee, to
submit a funding request to the East Bay Regional Park District (EBRPD) for Measure WW funding for County
Service Area (CSA) R-7A and to advertise the project [DCD-CP#13-30]. Project No.: 7758-6X5189
FIND the project is a California Environmental Quality Act (CEQA), Class 2(c) Categorical Exemption, pursuant to
Section 15302(c) of the CEQA Guidelines, and
DIRECT the Director of Conservation and Development to file a Notice of Exemption with the County Clerk, and
AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Conservation and Development for
processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.
FISCAL IMPACT:
This project is funded 100% by Measure WW funds.

Subject:APPROVE the Livorna Park Bocce Ball Courts Project and make related findings under CEQA, Alamo area. (District
II)
BACKGROUND:
On April 5, 2012, Public Works staff reported to the Transportation, Water and Infrastructure Committee (TWIC)
on the County Service Area Measure WW funds. (Measure WW is a voter-approved East Bay Regional Measure
passed in 2008.) The TWIC asked staff to develop a draft expenditure plan for each of the specific CSAs that are
within the purview of the County Board of Supervisors. The Livorna Park Bocce Ball Courts Project will replace
an existing recreational facility (a sand volleyball court) with two bocce ball courts and construct additional small
structures in support of the bocce ball courts. The Alamo Municipal Advisory Council (MAC) has recommended
allocation of the Measure WW funds to Livorna Park for the construction of the bocce ball courts. On October 3,
2013, County staff reported back to TWIC with a recommendation for this project in CSA R-7A (Alamo). Staff
received authorization from TWIC to submit this proposal to the Board of Supervisors to approve submitting a
project application to the EBRPD by March 31, 2014. Measure WW funds available to Alamo (CSA R-7A) are
$817,931. Once approval by the EBRPD is received, County staff will begin the implementation of the project
including the final design documents and construction. Construction-related activities include construction of the
bocce ball courts, a trellis, a concrete seat wall, wall monuments, a kiosk for tournaments or events, retaining
walls up to 3 feet in height, and concrete curbs with ornamental iron gates, sidewalk and electrical improvements.
Additional site enhancements (i.e., benches, trash receptacles, etc.) will also be installed in support of the project.
The completion of the project may require the modification of drainage and irrigation systems, as well as
landscape modifications including removal of up to five trees, trimming of nearby trees and shrubbery, and minor
grading of the grassy areas adjacent to the bocce ball courts. The project is planned for construction in late 2014 –
after the bird nesting season. However, a bird nesting survey will be conducted if project construction begins
during the bird nesting season. The construction of project-related structures will not permanently restrict access
to the park. A staging area will be located within a section of Livorna Park’s parking lot and a small portion of
grass adjacent to the sand volleyball court, but the remaining parking facilities and ample street parking will
remain open to the public during construction. Lane closures along Miranda Avenue, Livorna Road or Easy Street
will not be necessary. The park will remain open during construction. Emergency vehicles will have access at all
times. Utility relocations or adjustments may be necessary in support of the project. Real property transactions
may be necessary in support of this project.
CONSEQUENCE OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
