APPROVE and AUTHORIZE the Auditor-Controller, or designee, to issue a payment, on behalf of the Public Works
Director, in the amount of $1,500 from County Service Area R-7A (CSA R-7A), made payable to the Alamo
Chamber of Commerce for the holiday lights at Andrew H. Young Park, Alamo Area.
FISCAL IMPACT:
This project is funded by 100% CSA R-7A funds.
BACKGROUND:
The Alamo Parks and Recreation (CSA R-7A) participates in the Chamber of Commerce Annual Tree Lighting each
year. CSA R-7A contributes use of Andrew H. Young Park and provides funding to decorate the park with holiday
lights. This year, the event will take place on December 1, 2013 from 4:30 PM – 6:30 PM. The lights will be installed
on or after November 15, 2013 and will remain through the first week of January 2014. The Alamo Tree Lighting
event is a collaborative effort presented by the Chamber of Commerce.
CONSEQUENCE OF NEGATIVE ACTION:
Without Board approval this event would not be possible.

Time is allotted under Public Comment for persons who wish to speak for up to three minutes on any item NOT on the agenda. Persons who wish to speak on matters on
the agenda will be heard for up to three minutes when the Chair calls for comments. After persons have spoken on an agendized item, the public comment period will be

1. CALL TO ORDER - PLEDGE OF ALLEGIANCE - ROLL CALL
The meeting was called to order at 6:08p.m.

2. STAFF/AGENCY REPORTS
A. District II Staff Update
- Reminder: AOB meeting (Supervisor would like all members present) Alamo Elementary School, April 23, 2013,
from 6:00 p.m. to 8:00 p.m.
3. PUBLIC COMMENT (3 minutes/speaker)
Pursuant to the Brown Act, this time is provided for members of the public and community groups to address the committee on m atters
within the committee’s jurisdiction and not on the agenda. An opportunity will be provided as part of each agenda item for public
comment on the item. Time allowed for each individual is three minutes. The Chair will recognize only those speakers who have filled
out and turned in a speaker card.
Jim Peterson, merchant from 3000 Danville Boulevard, voiced his concern that signage enforcement
at Alamo Plaza was not being applied equally to all business owners.
Andrew Hass expressed concern about the lack of safe pedestrian access to and throughout Alamo
Plaza.
4. PRESENTATIONS
A. Alamo Senior Recreation Program possibilities. By Susan Cohen, Public Works staff. A suggestion
was made to MAC members to consider assembling a working group to further investigate recreation
program goals and possibilities.
B. Bocce Ball update. By Victoria Skerritt, Public Works staff. Court options and costs provided.
C. Schedule of Events and Concert series update. By Victoria Skerritt, Public Works staff. Information
and flyers shared with MAC members, with regard to the planned summer concert series.
5. NEW BUSINESS
A. Revised Draft 2013-2014 Budget CSA R-7A, presented by Susan Cohen, Public Works staff.
Motion: Recommend Approval – Passed 6/0 unanimous
B. Application #HT-12-0001, requesting designation of two Valley Oak trees as Heritage trees. The property
is located at 2444 Lunada Lane.
Motion: Recommend Approval - Passed 6/0 unanimous
C. Variance Application #VR13-1007, requesting approval of a variance to allow a 9.5 foot rear setback
(where 15 feet is required) to replace an existing unpermitted non-conforming deck and a tree permit to
allow work within the drip lines of up to 10 code protected trees. The property is located at 65 Ocean
Pines. Applicant Doug Vogt present.
Motion: Recommend Approval, with condition that an Arborist be utilized accordingly. Mr. Vogt
agreed to adhere to condition. – Passed 6/0 unanimous
D. Variance Application #VR13-1006, requesting approval of a variance to allow a 15’ side yard setback,
where a minimum of 20’ is required, for the establishment of a second unit. The property is located at
149 Wayne Avenue. Applicant David Riccitiello present.
Motion: Recommend Approval – Passed 6/0 unanimous
E. Land Use Permit Application #LP13-2044, requesting approval of a land use permit to renew land use
permit #LP02-2040. No development is proposed at this time. The property is located at 420 Crest
Avenue. Motion: Recommend Approval – Passed 6/0 unanimous
6. OLD BUSINESS
A. Update Stone Valley Road Gap Closure Project, including changes to Smith Road. By Angela Villar
and Monish Sen, Public Works staff. Report included possible addition of left turn pocket along Stone
Valley Road at Smith Road and the removal of four eucalyptus trees at Smith Road. Matter continued
until May, to allow Alamo Oaks HOA members and Public Works staff time to confer and discuss
options.
7. CONSENT CALENDAR
All matters listed under CONSENT CALENDAR are considered by the Alamo MAC to be routine and
will be enacted by one motion. There will be no separate discussion of these items unless requested by a
member of the Alamo MAC or a member of the public prior to the time the Alamo MAC votes on the
motion to adopt.

Motion: Recommend approval – Passed 6/0 unanimous
8. WORKING GROUP REPORTS
Anne Struthers, P-2B member, proposed Radar sign(s) purchase. Matter placed on May agenda, with
presentation of options and costs by Public Works staff at that time.

considered for discussion during a future meeting).

10. COMMENTS BY MEMBERS OF THE ALAMO MAC
MAC Member Barclay supported Andrew Hass’ comment about Alamo Plaza’s lack of pedestr ian access.
