APPROVE the conveyance of a Grant of Easement to Pacific Bell Telephone Company, California Corporation (dba
AT&T California), in accordance with the Utility Agreement No. 1428.5.1 dated January 31, 2013, on County-owned
property (Assessor’s Parcel Number 086-221-028) and pursuant to Government Code Section 25526.6.
DETERMINE that the conveyance of said easement is in the public interest and will not substantially conflict or
interfere with the County’s use of the property.
AUTHORIZE the Chair, Board of Supervisors, to execute the Grant of Easement on behalf of the County in
consideration for the payment received in full in the amount of $7065.00.
DIRECT the Real Estate Division of the Public Works Department to cause said Grant of Easement to be delivered to
the Grantee.
FISCAL IMPACT:
100% funded by Contra Costa Transportation Authority.

Subject:Highway 4 Widening Project - Grant of Easement to Pacific Bell
BACKGROUND:
Contra Costa County (County) acquired various properties rights in connection to the Highway 4 widening
project. This property was acquired in fee for the relocation of California Avenue and the relocation of various
utilities. As part of the project, AT&T entered into Utility Agreement No. 1428.5.1 which requires the County to
grant an easement for AT&T’s relocated communication facilities and pay the County $7065.00 for the easement.
SCH No. 2000112007.
CONSEQUENCE OF NEGATIVE ACTION:
AT&T would not have the easement rights required for their communication facilities as shown on the approved
plans and specifications and the County would not be in compliance with Utility Agreement No. 1428.5.1.
