APPROVE and AUTHORIZE the EMS Director, or designee, to execute a contract extension with Fitch & Associates, LLC extending the contract term from January 31, 2014 to April 30, 2014 with no change to the payment limit. FISCAL IMPACT: No fiscal impact. This report is informational only. If the Board of Directors approves a contract extension with Fitch & Associates, LLC at today's meeting, the Health Services department will list the extension for final approval on the November 5th meeting of the Board of Supervisors. ATTESTED: October 22, 2013 David Twa, County Administrator and Clerk of the Board of Supervisors By: June McHuen, Deputy cc: SD.4 To:Contra Costa County Fire Protection District Board of Directors From:William Walker, M.D., Health Services Director Date:October 22, 2013 Contra Costa County Subject:UPDATE ON FITCH & ASSOCIATES, LLC EMERGENCY MEDICAL SERVICES SYSTEM MODERNIZATION STUDY BACKGROUND: On December 11, 2012, the Board of Supervisors directed County Emergency Medical Services (EMS) Agency and the County Administrator’s Office (CAO) to coordinate an independent County EMS System Modernization Study with a comprehensive operational study of the Contra Costa County Fire Protection District (ConFire). Based on that direction, County staff developed and the Board approved a contract containing two separate workplans lead by two separate consulting teams with Fitch & Associates, LLC. The workplan for the Fire Services study calls for the integration of EMS Study findings to assist in the development of operational findings related to ConFire. The contract term for both studies ends January 31, 2014. The County EMS Agency is the lead coordination entity facilitating the EMS System Modernization Study. The approved EMS system work-plan, which takes a “white board” approach, and timeline is available to the public on the EMS website at http://cchealth.org/ems/system-review.php. The EMS System Modernization Study is county-wide involving all EMS dispatch agencies, fire districts, municipal fire departments, emergency ambulance services and hospitals. The purpose of the EMS System study is to evaluate how best to modernize and deliver coordinated EMS services to best meet the needs of the public within current operational capabilities and fiscal resources. The EMS study will cover information on potential strategic efficiencies influencing future County-wide EMS service delivery in preparation for a future competitive ambulance RFP (Request for Proposal) to be completed by December 31, 2015. The County Administrator's Office is the lead coordination entity facilitating the Fire Services study of the Contra Costa County Fire Protection District. The approved Fire service work-plan and study information can be accessed on the County website at http://www.cccounty.us/ConFireStudy. The Fire Services study has entered Phase 5 of the workplan, which calls in part for the integration of findings and material from the EMS Study. As the largest Fire District within Contra Costa County, findings from the EMS Study significantly impact operational findings and recommendations associated with the Fire Services study being conducted by Fitch & Associates, LLC. Each study continues to progress with respective consulting teams from Fitch & Associates, LLC. As we begin to approach the point where the findings of each study contributes to the findings and recommendations of the other, staff is seeking additional direction from the Board regarding the presentation of study findings. In addition, to ensure no interruption in the timeline for delivery and presentation of final reports, staff recommends extending the Fitch contract by an additional 90 days with no increase to the payment limit. CONSEQUENCE OF NEGATIVE ACTION: The report will not be accepted by the Board of Directors. CHILDREN'S IMPACT STATEMENT: No impact. CLERK'S ADDENDUM
