APPROVE and AUTHORIZE the Fire Chief, or designee, to enter into negotiations with the City of San Pablo to
provide a supplemental operational response resource in the City.
FISCAL IMPACT:
Neutral with potential savings. The City of San Pablo will fund the cost of the squad. Due to the additional resource,
the District’s reliance on automatic/mutual aid will be reduced. This will reduce the District's expenditures for
automatic aid services.
BACKGROUND:
The Fire District would establish a new squad company and assign it to FS-70 during periods of peak service demand.
The purpose of the squad company is to enhance the response capabilities and resources of the District in providing
emergency medical care. Additionally, the squad company will keep suppression units available for fire and rescue
emergencies. The extra resources will assist in reducing some of the work load on existing companies during peak
service demand periods. Additionally, the squad companies may provide supplemental staffing for fire suppression

This is an ideal opportunity to develop a partnership that would be mutually beneficial to the City of San Pablo and
the Fire District. The proposal is for San Pablo to provide supplemental funding to staff and operate a squad company
stationed at FS-70 during periods of peak service demand.
The City would realize an increase in emergency response resources and an additional Advanced Life Support (ALS)
capable unit within the City. Currently, if Engine-70 is committed to an incident, a non-paramedic Basic Life Support
(BLS) unit may respond into the City.
A squad company assigned to FS-70 would reduce the District’s reliance on automatic/mutual aid within the City of
San Pablo. This translates to a reduction in the amount of funds the District has to expend annually for automatic aid
services.
CONSEQUENCE OF NEGATIVE ACTION:
The Fire District will not enter into negotiations with the City of San Pablo to provide a supplemental operational
response resource in the City.

discussions.
