CONSIDER waiving the 180-day "sit-out period" for Wendy Mailer, Sales Manager for Contra Costa Health Plan in the Health Services Department; 2. FIND that the appointment of Ms. Mailer is necessary to fill a critically needed position; 3. APPROVE and AUTHORIZE the hiring of retiree Wendy Mailer as a temporary County employee for the period of November 1, 2013 through April 30, 2014. FISCAL IMPACT: Salary costs are included within the Department's operating budget. Total approximate costs for the requested period are $41,856. BACKGROUND: Wendy Mailer will be retiring from Contra Costa Health Plan on October 30, 2013. She currently provides direction to the Marketing and Sales staff in the Health Plan and has been in this position for the past 10 years. She also has done direct sales for CCHP for 13 years prior to being classified as the Sales Manager. These agents are required to assist new members to enroll into CCHP through Covered California. The new Affordable Care Act, Covered California Exchange began Open Enrollment on October 1, 2013 and continues until April 1, 2014. CCHP was chosen as one of five plans in California to participate in the Exchange and we will have our Marketing unit taking applications for memberships in the plan. Our Marketing team is very small. There are only two sales employees plus Ms. Mailer. To continue to make CCHP a financially stable environment, we need to enroll members into Covered California and we will need Wendy's skill set, training and experience to do so. In addition to managing the department and providing direct sales training and oversight of staff, Wendy is the only staff person in CCHP to handle all advertisement of the Plan. Ms. Mailer designs and develops advertising programs/campaigns/brochures and collateral materials. Ms. Mailer is the CCHP website development specialist and is responsible for all legally required website components. The new CCHP website for Covered California is an important and critical component required of health plans participating in Covered California. It is also required for many of the Health Plan's other product lines such as Medi-Cal and Medicare. Ms. Mailer designs and maintains all graphics and content and is the editor of the CCHP employee newsletter. Ms. Mailer is a very well trained manager with 23 years of experience who will be very difficult to replace. Due to the Open Enrollment period, Wendy's full-time services will be needed until after April 1st. Ms. Mailer's leadership of the marketing/enrollment team and participation in the Open Enrollment process is crucial for CCHP to comply with the Exchange (Covered California) requirements. During the transition into full retirement, CCHP is committed to recruitment of a replacement for this important position. There is no current CCHP employee that is able to provide these specialized services. A recruitment to fill the position with a qualified candidate will begin immediately. CONSEQUENCE OF NEGATIVE ACTION: Failure to receive Board approval may jeopardize efforts of the Health Services Department to comply with the requirements of the Affordable Care Act.
