Spooner, Contracts AdministratorC fta DATE: January 9, 1986 C0^ SUBJECT: Approval of Standard Agreement 429-202-34 with the State Department of Health Services for the Family Planning Project SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: Approve and authorize the Chairman to execute on behalf of the County, Standard Agreement 429-202-34 (State 485-86090 A-1) effective September 1, 1985 with the State Department of Health Services to amend Standard Agreement 429-202-33 (effective July 1, 1985) for the Family Planning Project with a $11,500 increase in the contract payment limit . II. FINANCIAL IMPACT: Approval of this amendment by the State will result in increased State funding of $11,500, from $95,000 to a new total payment limit of $106,500 for the County's FY 85/86 Family Planning Project . Sources of funding for this State-mandated program are as follows: $106,500 State 100,000 County in-kind contributions 36,000 Lab Fees 25,000 Medi-Cal 21,500 Private Fees $289,000 Total Program Costs III. REASONS FOR RECOMMENDATIONS/BACKGROUND: For many years the County has provided family planning services to citizens of child-bearing age who would otherwise be unable to obtain these services . Family planning services funded through this contract are for persons who request such services through County facilities . The County must bill any other possible payment source, such as Medi-Cal, before seeking reimbursement from the State for services provided. This contract is a method for reimbursement rather than a straight reimbursement contract. On August 27, 1985 the Board approved Contract #29-202-33 with the State Department of Health Services for FY 85/86 funding of the Family Planning Project. The pur- pose of Standard Agreement 429-202-34 is to amend standards, protocols, and proce- dures (including changes in client eligibility) for the Family Planning Project and to increase the maximum amount payable by the State by $11,500. This agreement has been approved as to legal form by County Counsel's Office. The Board Chairman should sign nine copies of the contract, eight of which should then be returned to the Contracts and Grants Unit for submission to State Department of Health Services.
