HomeMy WebLinkAboutMINUTES - 10222013 - C.75RECOMMENDATION(S): APPROVE and AUTHORIZE the Auditor-Controller, or his representative, to pay County employee Catherine Rauch the sum of $1,200 for editing services provided to the Health Services Department for the period of April 15, 2012 through May 31, 2012, as recommended by the County Administrator. FISCAL IMPACT: Total cost of $1,200 will be funded from State funding to the Health Services Department (Public Health Department). BACKGROUND: Catherine Rauch, a County employee, provided final editing for the "Health Indicators and Environmental Factors Related to Obesity" for Antioch, Bay Point and Pittsburg. The employee's experience in both journalism and health helped produce a report that was both scientifically accurate and clearly written so it would be useful for funders, policy makers and the general public. This report has served as the basis for convening five site visits in East Contra Costa involving over a dozen key funders and community agencies to look at the issues and opportunities for improving health and well being in East Contra Costa. Mello, Deputy cc: C. 75 To:Board of Supervisors From:David Twa, County Administrator Date:October 22, 2013 Contra Costa County Subject:Payment for Sprecial Project BACKGROUND: (CONT'D) project based on recent successful experience editing a Chronic Disease Framework which was a joint product of the California Conference of Local Health Officers (CCLHO) and the County Health Executives Association of California (CHEAC). The Health Services Department failed to follow proper protocols and policy when hiring a County employee from another department to perform services outside the employees normal workday and duties. Administrative Bulletin No. 610 prohibits departments from entering into purchase of service contracts between the County or Board-governed district and a current employee. Therefore, no written agreement exists between the County and the employee. The Department has not been able to pay the employee for the services that were provided through the payroll process because she is employed by a different department and the hours spent working on the project were outside her normal position hours. Because the employee performed the services on her own time, with the full expectation and understanding that she would receive payment for services, the Health Services Department is recommending that the Board of Supervisor's authorize the Auditor-Controller to issue a one-time payment in the amount of $1,200.00. CONSEQUENCE OF NEGATIVE ACTION: The employee will not receive compensation for working on the project. CHILDREN'S IMPACT STATEMENT: Not applicable.
