HomeMy WebLinkAboutMINUTES - 10222013 - C.74RECOMMENDATION(S): AUTHORIZE the expenditure of up to $250,000 from the Contra Costa County Livable Communities Trust Fund to fund the Department of Conservation and Development’s work program and activities associated with the Board of Supervisors Northern Waterfront Economic Development Initiative. FISCAL IMPACT: No impact to the County’s General Fund. The Contra Costa County Livable Communities Trust Fund is one of the County’s Special Revenue Mitigation Funds. BACKGROUND: On February 26, 2013, the Board of Supervisors approved the Northern Waterfront Economic Development Initiative authorizing the Department of Conservation and Development to undertake activities in support of this Board initiative, and subsequently on April 23, 2013, the Board approved a work program and established an ad hoc committee to oversee the Board initiative. Mello, Deputy cc: C. 74 To:Board of Supervisors From:Catherine Kutsuris, Conservation and Development Director Date:October 22, 2013 Contra Costa County Subject:Authorize funding for Northern Waterfront Economic Development Initiative from the Livable Communities Trust BACKGROUND: (CONT'D) the expenditure of up to $250,000 from the Contra Costa County Livable Communities Trust Fund to fund the work program and other various expenses associated with the Northern Waterfront Economic Development Initiative, which would include, but are not limited to: consultant studies, staff time, preparing and printing maps and reports, and incidental expenses related to the public forum, as well as follow up activities. The Livable Communities Trust Fund is a Special Revenue Mitigation Fund that was established by the Board of Supervisors on November 15, 2005 (Agenda Item C.104), following the approval of the Camino Tassajara Combined General Plan Amendment Project. The Camino Tassajara Combined General Plan Amendment Project, also known as the Alamo Creek and Intervening Property residential projects, required as a condition of approval that these residential developments pay an $8,000 per unit fee (excluding affordable housing portions of the projects) toward a Livable Communities Trust. The purpose of the Livable Communities Trust Fund is to help support the implementation of the Smart Growth Action Plan, which is aimed at improving the livability of communities throughout the County. More specifically, the Smart Growth Action Plan calls for the development of livable wages and jobs in the County. The Northern Waterfront Economic Development Initiative is consistent with the goal of developing livable wages and jobs, as stated in the Smart Growth Action Plan, because it seeks to retain, promote, and expand the County’s industrial base concentrated along the Northern Waterfront. The industrial sector has been, and continues to be, the source for high wage, skilled jobs in Contra Costa County. CONSEQUENCE OF NEGATIVE ACTION: Completing all of the Board approved activities associated with the Northern Waterfront Economic Development Initiative would not be feasible without funding from the Livable Communities Trust. CHILDREN'S IMPACT STATEMENT: Not applicable.
