APPROVE changing the Community Development Block Grant (CDBG) and Emergency Solutions Grant (ESG)
programs' funding cycles to better align with the next 5-year Consolidated Plan (ConPlan), and subsequent ConPlans,
by extending the current two-year funding cycle for programs/projects in the CDBG public service and economic
development categories, and the ESG category for an additional year, as recommended by the Family and Human
Services Committee and the Finance Committee.
FISCAL IMPACT:
No impact on the General Fund. All funds are provided to the County on a formula basis through the U.S.
Department of Housing and Urban Development (HUD). Potential applicants not currently receiving CDBG funds in
the public service and economic development categories, and ESG category will have to wait an additional year
before they can be eligible to apply for funding.
BACKGROUND:
Early next year, the Contra Costa CDBG Consortium members (Antioch, Concord, Contra Costa County, Pittsburg,
and Walnut Creek) will begin a year-long staff intensive process of developing a new 5-year Consolidated Plan
(ConPlan) for the CDBG, HOME, and ESG programs that will span FY 2015/16 and run through FY 2019/20. The
ConPlan fulfills the requirement from the Department of Housing and Urban Development (HUD) that jurisdictions
receiving CDBG, HOME and ESG funds create a plan describing how these funds will be expended

BACKGROUND: (CONT'D)
over a five-year period. CDBG jurisdictions first conduct an extensive analysis of needs of their lower income
populations and community areas using existing data and a great deal of public input from nonprofit
agencies,consumers, residents and other stakeholders. Jurisdictions then develop strategies to meet those needs
which will occur over the five-year ConPlan period. Once priorities and strategies are determined and the ConPlan
is completed, jurisdictions request proposals that will meet the identified priorities utilizing the approved
strategies. Nonprofit and other agencies submit proposals based on the strategies identified in the ConPlan.
Jurisdictions then award and allocate funding to proposals that meet the strategies, and report the achievements of
those agencies annually throughout the five-year period of the Consolidated Plan.
To better align the CDBG and ESG funding cycles to the next five-year ConPlan cycle, it is proposed that the
County move to a pattern of conducting a Request for Proposals for a two-year period for the first two years of
the new ConPlan, and a three-year period for the remaining three years. Consequently, in order to complete the
final year of the current ConPlan and be consistent with the current ConPlan priorities, staff proposed that instead
of the County starting a new two-year funding cycle that would extend beyond the current ConPlan, that staff only
accept renewal applications from current CDBG Public Service and Economic Development subrecipients and
ESG program subrecipients for FY 2014/15 funds (see Attachment).
Staff will still accept FY 2014/15 applications under the CDBG Housing and Infrastructure/Public Facilities
categories, which will be available beginning with a Funding Kickoff meeting scheduled for November 4, 2013.
All members of the CDBG Consortium, with the exception of the City of Pittsburg, have agreed to only accept
renewal applications for FY 2014/15. Pittsburg will accept new applications for FY 2014/15 but conform to the
CDBG Consortium’s funding cycles as outlined above beginning in FY 2015/16.
BOS COMMITTEE MEETINGS
Both the Family and Human Services (FHS) and Finance Committees respectively met on October 7, 2013 and
October 14, 2013 to consider staff’s proposal to change the CDBG/ESG funding cycles to better align with the
5-year ConPlan for CDBG, HOME and ESG programs. The FHS and Finance Committees approved the
following:
(1) For the last year of the current 2010-15 Consolidated Plan, staff will only accept renewal applications from
currently funded Public Service, Economic Development, and ESG subrecipients contingent on the availability of
CDBG/ESG funds and the satisfactory accomplishment of FY 2013/14 contract goals.
(2) Beginning with the end of the current 2010-15 Consolidated Plan, the County’s CDBG and ESG grant cycle
for each five-year Consolidated Plan will have two different funding cycles: a) the first funding cycle will be a
two-year funding cycle for the first two years to allow for evaluation of the Consolidated Plan strategies and any
adjustments; and b) the second funding cycle will be a three-year funding cycle for the last three years to coincide
with and successfully complete the five-year Consolidate Plan period.
(3) FY 2014/15 applications in the Infrastructure/Public Facilities (IPF) and Housing categories will be accepted
beginning with a Funding Kickoff meeting scheduled for November 4, 2013.
CONSEQUENCE OF NEGATIVE ACTION:
Not approving the recommendations by the Committees may result in the County not being consistent with the
next 2015-2020 Consolidated Plan priorities.
CHILDREN'S IMPACT STATEMENT:
Most of the projects and programs funded with CDBG, HOME, and ESG funds address at least one of the five
community outcomes established in the Children's Report Card.
