APPROVE allocating $5,000 in FY 2013/14 Keller Canyon Mitigation funds to the Contra Costa County Health
Services Department, Behavioral Health Division, to help pay for costs associated with the Project Homeless Connect
event held on October 9, 2013, as recommended by the Keller Canyon Mitigation Fund (KCMF) Review Committee.
FISCAL IMPACT:
Recommended funding will come from unallocated FY 2013/14 Keller Canyon Mitigation Funds and, therefore, have
no impact on the County's General Fund.
BACKGROUND:
Project Homeless Connect (PHC) is a one-day, one-stop event that provides immediate healthcare, social services and
housing resources to persons experiencing homelessness. PHC is a national and international phenomenon that began
in 2005 in San Francisco. Now, over 200 communities participate in PHC throughout the United States, Australia,
and Canada. In Contra Costa, PHC is held annually and moves around to each of the three major regions of the
County – specifically, to the cities of Richmond, Concord, and Antioch. This will be the ninth year that PHC will be
held in Contra Costa County. The event was held on October 9, 2013 at the Contra Costa County Fairgrounds from
9am to 3pm and served approximately 1,000 homeless individuals in the community.
Health Services has requested $5,000 in funding from the Keller Canyon Mitigation Fund (KCMF) to help defray
costs related to

the event. The total budget for the event is approximately $25,000 and the KCMF funds will be used to help purchase
food (breakfast/lunch) for the attendees and volunteers.
On August 13, 2013 the Board of Supervisors (Board) approved the FY 2013/14 KCMF allocation plan.
Seventy-eight projects/programs/initiatives received funding totaling $1,292,081. A balance of $5,480 of KCMF
funds were not allocated by the Board and kept in reserve to address any requests for additional funding from funded
agencies or to address emerging issues. The KCMF Review Committee convened on October 11, 2013 to consider
this funding request from Health Services and recommended $5,000 of the unallocated funds be allocated to help
finance this year's PHC event in Antioch.
CONSEQUENCE OF NEGATIVE ACTION:
Not approving the recommended allocation would result in the Health Services Department having to secure
additional resources to help pay for the Project Homeless Connect event.
CHILDREN'S IMPACT STATEMENT:
The allocation of KCMF funding supports the following outcome in the Children's Report Card: Families are safe,
stable, and nurturing.
