FISCAL IMPACT: AB109 funding of $228,433. Remaing $21,567 County General Fund; Budgeted. BACKGROUND: The Automated Regional Information Exchange System ("ARIES"), is a software application owned by Contra Costa County, and used by County and other law enforcement agencies to manage arrest and parolee data collected from law enforcement agencies. ARIES manages arrest and parole data provided by local law enforcement agencies that is stored on a County server. BACKGROUND: (CONT'D) The purpose of this Contract is to set forth the obligations of Contractor and County regarding computer programming services to be performed by Contractor in creating a computer program to generate Assembly Bill 109 (“AB109”) reports that will be a module of ARIES (the “AB109 Module”). Synesis Inc., will provide computer programming services that will result in the AB109 Module, which will be able to produce reports, maps, charts and consolidated data sheets with the functionality described in this Service Plan, and as specified by County. The purpose of the AB109 Module is to provide a means for ARIES users to analyze the impacts, and identify crime patterns of inmates released under the guidelines of AB109. The AB109 Module will produce reports, maps, and charts depicting AB109 data for specific neighborhoods, cities, and counties for specified time frames. The reports generated by the AB109 Module will be searchable back to October 1, 2011, which is the implementation date of AB109, and be able to produce trend charts. The AB109 Module will provide ARIES users with reports to answer questions regarding individuals serving probation under the guidelines of AB109, and as otherwise defined by County (“AB109 Probationers”) for a selected time frame. CONSEQUENCE OF NEGATIVE ACTION: Negative action will result in the Office of the Sheriff not having quick up to date information on inmates released unter the guideline of the AB109 realignment.
