APPROVE Consulting Services Agreement dated October 22, 2013 through October 22, 2017 (with a one-year extension option), with DLR Group (DLR), Sacramento, in the amount of $400,000 to provide as-needed architectural services for various facilities projects. 2. AUTHORIZE the Public Works Director, or designee, to execute the agreement. FISCAL IMPACT: Work performed under this as-needed consulting services agreement will be 100% funded by various project funding sources as projects arise. BACKGROUND: The purpose of the as-needed architectural services agreement is to provide services for various facilities projects as they occur during the agreement period. When the Public Works Department (department) receives a project request, it will be determined at that time whether or not it would be prudent to utilize one of the as-needed architects. The as-needed architects will provide typical architectural services, such as programming, design, and construction administration. Typical projects may include remodels, tenant improvements, additions, modernization, and code-related improvements. Projects may also include investigations, studies, and reports. Some of the anticipated projects include the facilities life-cycle investment program (FLIP) projects under the recent budget allocation for capital projects and deferred maintenance. Other anticipated projects include the 25 new project requests received by the department over the past three months. Having as-needed agreements in place will allow the design phase to commence sooner and provide for a shorter project completion schedule. Projects will be assigned to an as-needed architect when there is an approved project and funding. The agreement amount of $400,000 is a limit (not actual appropriated dollars) based on a projection of anticipated work. It is possible that the limit may not be reached. The agreement limit of $400,000 is spread over a four-year agreement term. Having as-needed architectural services agreements in place will save money for the County when compared to the expense of conducting a consultant selection process on a project-by-project basis. The department has successfully utilized as-needed architectural services agreements many times in the past. Previously, four as-needed services agreements were approved. A number of projects have been assigned to the point where two of the four agreements are almost fully utilized. Moreover, one of the new project requests is for electronics system improvements at the West County Detention Facility. DLR has extensive experience with detention facilities. A competitive qualifications-based selection process was conducted which included issuing a Request for Qualifications (RFQ). Forty Statements of Qualifications (SOQ) were received and reviewed. A selection committee comprised of County staff conducted interviews of the short-listed firms and established a list of qualified as-needed architectural firms. DLR is on the qualified list and it is recommended that they be awarded an as-needed architectural services agreement and that the agreement be approved at this time. CONSEQUENCE OF NEGATIVE ACTION: If the agreement is not approved, the County will not be able to take advantage of the time and cost savings possible through the utilization of an as-needed architectural services agreement.
